Duties

Help
  • Plan, develop, formulate, present, defend, execute, and review all fiscal programs.
  • Preform all Supervisory Duties.
  • Develop specific fiscal programs to support plans and objectives.
  • Develop and implement budgetary reports.
  • Provide ongoing review and assessment of existing budgetary programs with regard to effectiveness, efficiency, and ability to fund.
  • Responsible for ensuring the complete and accurate classification and reporting of financial transactions in accordance with regulatory guidelines and directives

  • This position has a TDY or business travel requirement of 5% of the time to various locations. This may require travel on military aircraft, ships, and vehicles.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons.
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the NDAA 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Financial Management Certification Level 3 is required within 2 years of being hired. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes providing guidance on all phases of budget formulation; analyzing budget data to ensure compliance with prescribed laws, policies and regulations; presenting budgetary briefings to senior leadership; and utilizing financial systems such as General Fund Enterprise Business System (GFEBS) or similar financial systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
