Help

As a Public Utilities Specialist (Transmission Scheduling), you will:

  • Participate in the identification, design, development, and implementation of more efficient methods to deliver scheduling products and services and in the development and implementation of new policies and processes.
  • Provide expert advisory service and authoritative policy interpretations on highly complex scheduling issues.
  • Determine apportionment of all transmission line capacities for individual utilities, brokers, marketers, etc.
  • Coordinate hourly sales and purchases of transmission throughout Canada and the Continental USA for T/BPA or its customers.
  • Assure that transmission schedules are in accordance with applicable contracts for sale, purchase and transfer of transmission over the Federal Columbia River Transmission System (FCRTS).
  • Advise transmission dispatchers, outage dispatchers, and scheduling personnel on all matters pertaining to scheduling matters.
  • Perform work of other Transmission Scheduling positions at times of temporarily increased workload or absence of other personnel.

Key Requirements:

  4. This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • Work is performed seven days per week in 12 hour rotating shifts; Shift #1 0600 to 1800, Shift #2 1800 to 0600 or an 8 hour Shift #3 0800 to 1630 (for special projects, duty scheduler maybe assigned to shift #3 for an extended period of time). Four schedulers are on shift at all times. Duties are divided among 4 scheduling desks; specific responsibilities are assigned for each of the four desks at the beginning of each shift based on knowledge and skill level. Each scheduler must be able to perform duties for all desk assignments and work in a team environment. Employees must be flexible and are subject to call-in to accommodate temporary increases in workload or absence of other employees. The work schedule requires quick shift changes and several days of work offset by several days off. The shift work may be a risk factor for individuals with certain health issues.

Qualifications

GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized Experience is defined as: Experience in assisting in the development of improvements in utility industry scheduling practices and policies, or providing technical advisory service or transmission scheduling issues to meet organizational goals and objectives.

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized Experience is defined as: Experience in implementing and assisting in the development of improvements in utility industry scheduling practices and policies, and providing technical advisory service on transmission scheduling issues to meet organizational goals and objectives.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

OTHER REQUIREMENTS:

  • Subject to and requires regular travel. Real time schedulers are a DOE Mission Essential Function (MEF) and may be assigned to Portland-Vancouver, Spokane, Dittmer, or Munro locations either as a primary duty station or temporarily on a daily, weekly, or monthly basis for training or when the primary duty station is not available. As an Emergency Relocation Group (ERG), employees must perform duties at designated relocation sites including testing, training, and ensuring equipment is operable and up-to-date. During an event, additional duties may be assigned. Real time schedulers must sign the ERG memorandum acknowledging the designation as an ERG member.
  • This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Transmission Function employees.
