Duties

Help

The incumbent is the Chief Administrator for Federal Bureau of Prison’s education, vocational training, and leisure activity programs throughout the Federal Bureau of Prison System.

Responsible for the development of system wide policies as they relate to education, training and leisure activities and is the primary point of contact for public and private organizations and agencies which seek information about them.

Coordinates the efforts of and works in concert with, six Regional Education Administrators who supervise and coordinate education, training and leisure activity programs in the institutions in their respective regions.

Supervises the operation of law libraries in each federal correctional facility.

Qualifications

To be considered for the position, you must meet the following:

Basic Requirements:

A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

OR

B. Combination of education and experience - courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

AND

In addition to the basic requirements, you must have:

Education:

GS-14 and GS-15:

There is no substitution of education for specialized experience for this position.

Experience:

At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GS-14:

  • Experience evaluating educational program areas, formulation of plans and policies to prevent systematic failure.
  • Experience in overseeing the development or implementation of current educational models or methods to enhance education programs within correctional environment.
  • Experience in resolving labor management relations issues and policy negotiations for education, recreation and vocational training programs.
  • Knowledge of various educational program areas to provide written reports or serve as a subject matter expert to present guidance and recommendations to upper management internal to the agency.

GS-15:

  • Experience in all education and related programs, particularly in areas of computer assisted and computer managed programs, vocational, secondary (GED), post-secondary, continuing education, including apprenticeship programs and staff training.
  • Experience in the development of staff training instructional materials and aids including the latest computer assisted and computer managed materials.
  • Experience developing or assisting in developing nationwide education policies and leadership in design and operation of recreation/wellness programs.
  • Experience advising audit teams which review and evaluate inmate education, recreation and training programs and review the operation of regional education administrator.

AND

Quality Ranking Factor:

  • Completion of a Master's degree from an accredited program in the field of Education or Adult Education is preferred.

NOTE: The above quality ranking factor is preferred. Therefore, applicants who possess the quality ranking factor can be ranked above those who do not, but no candidates can be rated ineligible solely for failure to possess a quality ranking factor.

This position IS NOT included in the bargaining unit.

The representative rate for this position is $184,163 per annum ($88.34 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

Current Federal Law Enforcement Employees:

A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II".  If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position.

If you are not a current Bureau of Prisons employee, you must submit training records demonstrating you have completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II" to your hiring Human Resource office prior to appointment. 

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:

  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.
