Summary

This position is located in the Office of Information Technology of the Office of Inspector General (OIG), AmeriCorps, and reports to the IT Operations Team Lead under the OIG. The OIG has broad authority to investigate allegations of wrongdoing involving AmeriCorps personnel, as well as members, volunteers and staff of grant recipient organizations and contractors, including violations of law, rule or regulation; gross mismanagement; gross waste of funds; and more.

Duties

Help

This position is responsible for performing work that involves ensuring that the confidentiality, integrity, and the availability of the systems networks and data through the planning, development, and enhancement of information systems security programs, policies, and procedures.

Major Duties:

  • Assists IT Operations Team Lead and OIG in executing IT modernization of OIG's infrastructure and applications through transition to cloud-based service offerings and migration from on-premises infrastructure and applications toward cloud computing environments (Amazon Web Services, Microsoft 365, Microsoft Azure, ServiceNow, etc.).
  • Assists IT Operations Team Lead and OIG in implementation of security controls and practices to ensure alignment and compliance with federal security initiatives and Executive Orders such as the Zero Trust framework, Continuous Diagnostic and Mitigation program, and Identity Credential and Access Management initiative.
  • As an IT specialist, provides technical advice, guidance, and assistance for a wide variety of operations such as the development and maintenance of office systems; project management for IT projects; development of technology to enhance the operations, installation and maintenance of specialized software and hardware supporting office operations; provision of guidance for the development and upgrade of IT systems; identification of customer requirements; development of technical approaches; and management of the engineering, design, acquisition, and implementation of IT services and functions supporting the assigned organizations' operations.
  • Applies expert knowledge to provide specialized support to include activities such as identifying requirements; resolving end-user unique system/application problems; installing, configuring, and troubleshooting systems supporting OIG operations; providing representation between end-users and the agency's Office of Information Technology (OIT), ensuring that end-users technology requirements are met; crafting specialized applications to meet unique legal/regulatory needs, ensuring that IT is in accordance with agency strategic objectives; providing management for the LAN; providing guidance and training in the effective management of document control; supporting the use of electronic capabilities for agency activities; and collecting, transporting, and safeguarding material for use in agency actions.

To qualify at the upper range, of the NY-3 /GS-13 level or equivalent, applicants must possess one year of specialized experience at the next to lower pay band/grade level NY-3/GS-11 or equivalent under other pay systems. Applicants must meet eligibility requirements and minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Applicants must have one year of specialized experience comparable in scope and responsibility to successfully perform the duties of the position, in either federal or non-federal service performing two (2) out of three (3) of the following duties or work assignments:

  • Providing multiple IT disciplines, such as, software, hardware and networking support.
  • Managing the coordination, communication and integration on IT projects and program activities.
  • Subject matter expert in managing and performing the delivery of strategic planning; managing compliance with Federal mandates; managing budget formulation and execution; providing oversight and quality assurance for services offered by OIT/OIG.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Education

This job does not have an education qualification requirement; education may be substituted for Specialized Experience at this grade level.

GS-11 (or equivalent) Ph.D. or equivalent doctoral degree.

OR

3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
