Duties

Help
  • At the GS-07, GS-09, and GS-11 you will perform developmental duties as assigned.
  • At the GS-12 you will perform the below:
  • You will serve as the contractual authority on the acceptability and applicability of contractual matters related to NAVSUP WSS Maritime and/or Aviation procurements.
  • You will apply commercial theories, practices and new developments in the marketplace.
  • You will reviews and analyzes procurement requests, their specifications or statements of work to determine their adequacy, completeness, and commerciality.
  • You will performs in-depth evaluations of the financial and technical capabilities of potential contractors, and assists customers in the evaluation of past performance of current and potential contractors.
  • You will monitor contractor technical performance over the life of the contract.
  • You will provide training and guidance to less experienced personnel with regard to procurement actions for which they are responsible.
  • You will negotiates individual contracts with the objective of obtaining agreement on acceptable terms and conditions, fair and reasonable prices and deliveries within acceptable time frames for material and services procured.
  • You will processes solicitations and evaluate proposals, analyze proposals, perform cost and price analysis and develops pre-negotiation position.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for the 1102 Contracting Series:

GS-07
: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing contracts, programs, policies, or procedures; 2) Assisting with acquisition strategies and directing or managing procurements; 3) Completing detailed and specific instructions for developmental tasks; 4) Performing routine assignments under supervision.

GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector.1) Assisting in soliciting, evaluating, negotiating, and awarding contracts with commercial organization educational institutions, nonprofit organizations, and State, local or foreign governments for furnishing products, services, construction or research and development to the Federal Government; 2) Assisting with the administering of contracts by assuring compliance with the terms and conditions of contacts, including resolution of problems concerning the obligations of the parties; 3) Completing detailed and specific instructions for developmental tasks; 4) Performing routine assignments under supervision.

GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector.1) Assisting in soliciting, evaluating, negotiating, and awarding contracts with commercial organization educational institutions, nonprofit organizations, and State, local or foreign governments for furnishing products, services, construction or research and development to the Federal Government; 2) Assisting with the administering of contracts by assuring compliance with the terms and conditions of contacts, including resolution of problems concerning the obligations of the parties; 3) Assisting with terminating contracts by analyzing, negotiating, and settling claims and proposals; 4) Analyzing and evaluating cost or price proposals and accounting systems data. 5) Performing routine assignments under supervision.

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector.1) Soliciting, evaluating, negotiating, and awarding contracts with commercial organization educational institutions, nonprofit organizations, and State, local or foreign governments for furnishing products, services, construction or research and development to the Federal Government; 2) Administering of contracts by assuring compliance with the terms and conditions of contacts, including resolution of problems concerning the obligations of the parties; 3) Terminating contracts by analyzing, negotiating, and settling claims and proposals; 4) Analyzing and evaluating cost or price proposals and accounting systems data. 5) Comprehensive knowledge of contracting policies and procedures, negotiation techniques, technical
requirements, and the contractor's operations; 6) Knowledge of contract administration principles, policies, regulations, practices, and procedures for contract with technical specifications and special contract provisions to administer contracts

Education

Basic Requirements for the Contracting Series 1102, GS-05 through GS-12:

A) 4-year course of study leading to a bachelor's degree with a major in any field;

Education Substitution:

GS-07:

1 full academic year of graduate education or law school
OR
Superior academic achievement

GS-09:
2 full academic years of progressively higher level graduate education
OR
Masters or equivalent graduate degree or LL.B. or J.D.

GS-11:
3 full academic years of progressively higher level graduate education
OR
Ph.D. or equivalent doctoral degree

GS-12: There is no educational equivalent that can be substituted for experience.
