Help

Duties include but are not limited to:

  • Provides technical data to procurement personnel in their negotiation of service contracts.
  • Initiates actions to have changes and modifications to contracts based upon new or revised workload program requirements.
  • Reviews trade publications and other electronic equipment literature to stay informed of changing technology.
  • Attends meetings and conferences as required to present data and assure that assigned equipment is maintained and updated.
  • Furnishes technical data for inclusion in briefings and reports to higher headquarters.
  • Advises engineers regarding the feasibility of utilizing test equipment to meet specific testing requirements or determines whether modifications are necessary.
  • Analyzes technical equipment data to determine the feasibility of developing or modifying existing equipment.
  • If existing equipment requires modifications, prepares schematics and specifications for the construction of interface devices, etc.
  • Conducts tests of devices, adjusting as necessary, to ensure testing requirements are met.
  • Tests and evaluates for electromagnetic characteristics and performance in a varied spectrum environment.
  • Studies engineering specifications, manufacturers' manuals and observation of equipment.
  • Examines equipment in shop areas to determine design, testing capability and the operational characteristics to help determine the range and quantity of parts required to support the equipment.
  • Determines availability of items through procurement.
  • Prepares descriptions of requirements for use of technical procurement staff in negotiating contracts.
  • Research technical brochures and contractor supplied data to determine the requirements for parts for specialized test equipment.
  • Helps ensure that technical specification data including "sole source" justification when required is included. Initiates action for the construction of repair parts.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday- Friday, 8:00am- 4:30pm (Subject to change based on agency need.)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions.
  • Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The incumbent handles objects weighing up to twenty (20) pounds routinely and occasionally handles objects of up to fifty (50) pounds. Frequently, work will be performed in cramped and awkward positions. The work also requires prolonged periods of standing and walking. Technical, academic, and mental demands are considerable. The work performed is of a precise nature, requiring prolonged concentration. The incumbent often works under conditions of stress caused by the nature of the work and the necessity to meet deadlines. Incumbent is required to frequently travel to perform work at remote sites. Emergencies at these locations will require immediate response allowing very limited time for notice and preparation.

Work Environment: The incumbent performs their duties subject to working in or near areas where patients may have communicable diseases. The incumbent must perform their work safely so as not to endanger incumbent, their fellow workers, patients, or members of the public. The employee will be required to use personal protective clothing and equipment furnished for incumbents' safety and the safety of others. Incumbents work must be done both inside the building and outdoors. Special priorities may require working in the rain, and seasonal conditions will impose the temperature extremes of winter cold and summer heat. Of particular importance is the incumbent's responsibility in the safe handling of any asbestosĀ­ containing material. The incumbent shall: Report to their supervisor any apparent asbestos exposure; Adhere to all VA policies and procedures concerning the control of asbestos.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
