Duties

Help
  • Provides management employee relations support to one or more serviced customer organizations, assist with questions regarding collective bargaining agreements (if applicable).
  • Provides technical advice and assistance to assigned organizations in resolution of employee relations issues regarding discipline, adverse action, grievances, performance management and recognition, employee counseling and related functions.
  • Identifies, analyzes and resolves problems which require the interpretation and adaptation of standard operating procedures and practices, local and/or Army policies for delivering effective HR services to customers.
  • Advises and assists employees, managers and supervisors on grievance procedures (administrative and negotiated) and appropriate options for proper resolution of conflicts or problems.
  • Ensures disciplinary actions are taken in accordance with Army regulation and collective bargaining agreements. Drafts informal/formal letter/notices, which may include reprimands, proposals, decision letters and other correspondence for management.

Qualifications

This is a developmental position leading to the full performance level, NF-0201-04

NF-03 - (NAF/Developmental)

1. Possess six (6) months of work experience in a human resources office which demonstrates knowledge of at least two of the following functional human resources competencies: Staffing, Recruitment, Position Classification, Management Employee Relations, Labor Relations or Training.
2. Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook).
3. Ability to work with a variety of human resources information systems.

Highly Preferred: In addition to the qualifications listed above, applicants will possess six (6) months of prior work experience in a NAF Human Resources Office in an employee relations capacity and have successfully completed training in Customer Service, Organizational Structure, Basic Writing, and Time Management.

NF-04
1. Possess eighteen (18) months or more of work experience in a human resources office which demonstrates knowledge in applying labor relations laws and management employee regulations.
2. Experience analyzing, evaluating and recommending appropriate resolutions to complex interrelated employee relations problems and issues.
3. Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook)
4. Ability to work with a variety of human resources information systems.

Highly Preferred: In addition to the qualifications listed above, applicants will possess six (6) months of prior work experience in a NAF Human Resources Office in an employee relations capacity and have successfully completed training in Customer Service, Organizational Structure, Basic Writing, and Time Management.
