Duties

Help
  • You will oversee research, development, integration, testing, production, fielding, and life-cycle support of aviation integrated training programs, including JSE, S@S, DATE, and DMT.
  • You will coordinate with NAVAIR and Joint Service offices to support acquisition and integrated training systems aligned with the DON’s Live, Virtual, and Constructive (LVC) training vision.
  • You will manage PMA-205 budgets, spend plans, and schedules to align training capabilities with network and simulator infrastructure for multiple platforms, including F/A-18E/F, EA-18G, F-35C, E-2D, MH-60, and P-8.
  • You will lead a multi-disciplined military, civilian, and contractor IPT workforce.
  • You will develop acquisition documentation, contracting strategies, and milestone reviews to support program execution.
  • You will ensure program performance meets cost, schedule, and technical objectives defined in the Acquisition Program Baseline (APB).
  • You will manage program risks, issues, and opportunities, including development of Should Cost initiatives.
  • You will lead IPT activities for RFPs, source selection, contracting actions, and technical reviews.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field A Level 04. Certification is required within 24 months of appointment.
  • This position is a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (NH-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:(1) Analyzing needs and synthesizing requirements information to develop requirements for program initiatives and planning; (2) Serving as a key participant in the development of an acquisition strategy that serves as the framework for integrating functional activities essential to the acquisition effort and serving as the basis for specific program management documents; (3) Directing the development of comprehensive program plans to ensure fulfillment of requirements, fiscal adequacy, and planned progress; (4) Identifying and defending resource requirements (funding, manpower, facilities, etc.) for life-cycle management of the assigned program and integrating resource requirements with multi-year acquisition and support plans to develop budget inputs; and (5) Evaluating the impact of new resource levels such as budget cuts or increases, and updated estimates of resource requirements to take into account new or revised objectives, technical capabilities, and new acquisition strategies. .
