Clarification from the agency

(1) Arkansas Army National Guard (AR ARNG) Technicians; (2) All members of the AR ARNG, (3) Individuals who are not members of the National Guard but who are eligible to acquire membership in an available and compatible military grade for excepted technician positions. (Upon selection, must be a member of the AR Army National Guard).

Duties

Help

(1) Develops and implements operation plans and orders for the conduct of: Winston P. Wilson Sniper, Small Arms and Machinegun Championships, National Guard participation in the US Army Small Arms Championships, the International Sniper Championships, and the Marksmanship Advisory Council Region Combat Tournaments.

(2) Manages instructional activities relating to competitive marksmanship such as small arms firing schools provided on request of the various states and coaches clinics.

(3) Reviews, writes, or up-dates regulations pertaining to all aspects of competitive marksmanship to include, rules and regulations of competitions and security directives for weapons and ammunition.

(4) Maintain continuous contact with the State Marksmanship Coordinators of all fifty sates, District of Columbia, Puerto Rico, Virgin Islands and Guam to keep abreast of their competitive activities and provide them information on programs and to assist in enhancing and expanding their programs.

(5) Assis various Training Officers in the Small Arms Instructor/Range Officer Course (SAIROC), also assists in the management of the National Guard Rifle, Pistol and Smallbore Squads. Develops and implements plans, policies and programs for unit level competitions for small arms to enhance individual qualification training.

(6) Provides guidance and training for other assigned personnel in the performance of competitive marksmanship activities.

(7) Performs other duties as assigned.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

Military Grades: Officer

Minimum Grade - O-1/ 2LT
Maximum Grade - O-3/CPT

Compatible Military Assignments: Selectee must be a member of the Arkansas Army National Guard.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications

GENERAL EXPERIENCE:
Involves nonprofessional work of a technical, specialized, or support nature in the field of education and training when the work requires knowledge of program objectives, policies, procedures, or pertinent regulatory requirements affecting the education or training activity. Conducts education and training tasks for maintenance, operations, and support training; education services; curriculum development; and instructor activities. Develops, delivers, and evaluates education and training programs and classroom activities.

SPECIALIZED EXPERIENCE:
In addition to meeting the basic entry qualification requirements, experience that demonstrated a practical knowledge of the subject area of the position and the methods and techniques of instruction. Applicants must have specialized experience and/or directly related education in the amounts shown in the table in the Group Coverage Qualification Standard for Administrative and Management Positions for this series.
