Summary

This position is located in the Executive Office of the President, Office of the Chief of Operations, Supply, Storage, and Distribution Division. The Distribution Facilities Specialist will be responsible for overseeing receiving, storage and shipping operations in consideration of standard warehousing practices, revising policy and procedural criteria, identifying current and long-range objectives, budgetary limitations, implementing agency directives, and resource utilization.

Duties

Help

As a Distribution Facilities Specialist, GS-2030-11, your typical work assignments may include the following under supervision:

  • Reviews receiving, storage, and distribution operations in terms of efficiency, worker productivity, system performance standards and accomplished workload using automated warehousing techniques.
  • Analyzes work schedules and existing organizational structure, timing and sequence of procedures to determine possible improvement for more economical production and work distribution.
  • Reviews Warehouse Management Systems generated data, internal reports, correspondence and division activities to ensure compliance with governing policies and procedures.
  • Ensures assets are safeguarded against waste and unauthorized misappropriation.

Note: This position includes walking, standing, freight delivery, loading/offloading trucks, shelf stocking, delivery truck driving, passenger van driving and securing packages and work is performed in an office and a warehouse environment with frequent exposure to fluctuations in temperature, noise, and pollutants from material handling equipment. Incumbent is required to wear all personal protective clothing and equipment provided.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE:

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:

A. Possess one full year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in Federal service or equivalent experience in the private or public sector in at least two of the four following areas: (1) Manages the receipt, storage, accountability and distribution of materials, supplies, and property management programs. (2) Ensures that obligations and costs are in compliance with applicable laws and that funds, property, and other assets are safeguarded against waste, loss, and unauthorized misappropriation. (3) Utilizes automated systems to receive, warehouse, deliver, and inventory equipment and furniture. (4) Applies and enforces OSHA regulations and safety procedures for selecting, storing, and receiving freight

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position.

C. A combination of education and experience as listed above.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
