Duties

Help

As a Training Technician (Title 32) (Indefinite), GS-1702-08, you perform the following duties:

  1. Provides technical guidance and assistance to subordinate elements, the headquarters operations section, and other staff sections in planning, acquiring, preparing, conducting, and documenting individual and collective training. Assist the training officer in the development and review of training directives, operations orders, deployment planning and readiness reporting. Conducts command readiness inspections and other evaluations of subordinate training operations, security, safety, and deployment readiness planning. Make recommendations as appropriate to correct deficiencies. Conducts and/or coordinates assistance visits in the areas of training management. Review training schedules, circulars, and yearly training plans to ensure congruence with commander's priorities and higher headquarters guidance.
  2. Manages the command's school program. Forecasts the individual training requirements for the organization and coordinates with higher headquarters to obtain quotas for personnel to attend schools (Service, NCO, Special, etc.). Sub-allocates authorized training quotas to elements within the command based on the commander's guidance, preliminary forecasts, and modifications due to training requirements. Monitor the usage of organizational quotas and reallocates based on execution data. Reviews, approves, and forwards individual requests for training seats based on allocated quotas and availability of funds. Researches and resolves soldier prerequisite/eligibility problems.
  3. Is a technical specialist in readiness reporting for the organization. Perform analysis and refinement of organizational readiness data. Reviews subordinate training readiness feeder reports to ensure current and correct information is reported. Consolidates the training portion of the organizational readiness report and assists the training officer in the consolidation and submission of the overall readiness report. Provide training and assistance to commanders and unit personnel on reporting procedures and other matters pertaining to readiness.
  4. Plans, organizes, and administers the individual and NCO professional development training programs for the organization. Coordinate common task and skill-specific training programs. Provide assistance to training personnel within the command in scheduling training areas, obtaining training aids, requesting equipment, and other required materials. Procure, design, reproduce and distribute a variety of training aids, map overlays and transparencies necessary for the efficient operation and training of the organization.
  5. Makes recommendations and assists in the preparation of yearly training budget requirements for submission to higher headquarters based on yearly training guidance and training calendar. Input requirements into the automated funds management requisition and authorization system. Monitors the use of funds sub-allocated to subordinate units for use in training events. Prepares, reviews, and forwards for approval automated requests for orders. Verifies accounting classification data and coordinates with other organizations and higher headquarters to support unfunded events.
  6. Provides guidance and assistance for implementing security measures for such items as documents, arms and ammunition, and communication/ automation equipment (communication security/computer security). Ensures security measures are followed. May serve as a security coordinator for the command. May be designated as custodian or alternate custodian of classified documents, communication security/computer security account custodian/alternate and/or physical security manager as required by regulations and local situations. Assist the training officer in the preparation of plans and procedures for anti-terrorism/force protection and military support to civil authorities.
  7. Forecasts, allocates and monitors the usage of training ammunition for the command. Reviews, approves, and forwards unit requests for training ammunition. Ensures ammunition requests submitted by subordinate units are supported by the training plans, regulations, and directives. ReĀ­ forecasts ammunition requirements to support training events.
  8. Plans, organizes and assigns work to subordinate employees assigned within the operations and training section. Revise assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities.
  9. May be required to support recruiting activities to assist in maintaining the organization at authorized strength by establishing personal contacts and maintaining effective working relationships with strength management personnel and key leaders of the community.
  10. Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

WHO CAN APPLY:
GROUP I - All qualified Male/Female Enlisted Member (E3/PFC - E6/SSG) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Member (E3/PFC - E6/SSG), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.

Military Grades: Enlisted Member (E3/PFC - E6/SSG)

GENERAL EXPERIENCE: Applicant must have experience, education, or training to function as the senior non-supervisory technician within the operations and training area.

SPECIALIZED EXPERIENCE: Applicant must have at least 12 months of specialized experience equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government? This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:

  1. Experienced in conducting, supervising, and/or developing education and training programs.
  2. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries.
  3. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products.
  4. Experienced in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development.
