This announcement provides the opportunity for a reassignment/promotion to the position of Investigative Analyst, Journey Band, in the Office of Investigations (OI), Criminal Intelligence and Program Coordination Division (CIPCD), in one of the listed locations Arlington, VA, or Cleveland (Lakewood), OH or Dallas, TX. The successful candidate must be highly motivated, exhibit a high degree of leadership, and demonstrate experience supporting and assisting in complex criminal investigations. This position is being advertised at the Journey Band level, equivalent to a GS-13 grade level. The salary range for this position is $110,038 - $156,755. The salary figure includes locality pay.

Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.

  • Pro-actively review analytical tools, case management data, Postal records, and other law enforcement information to identify instances of criminal activity and develop targeting packages to be referred for action.
  • Leads or assists with special projects by performing in-depth and ad-hoc analysis of information from multiple data sources to assist data informed decision making at all levels.
  • Perform comprehensive data collection and analysis, utilizing a variety of data sources to identify trends, problems, or other related issues of major importance in support of criminal and administrative investigations.
  • Identify and develop sources of information, using structured data files, criminal intelligence databases, public information databases, reference manuals, and law enforcement reports. Research, extract, and evaluate information from those sources. Interpret the information as actionable intelligence for OIG investigators to detect, prevent, and respond to criminal activities.
  • Assist with training and conference development which may include presentations to large audiences.
  • Uses expert level knowledge to identify and develop sources of information, through the use of structured and unstructured data files, criminal intelligence databases, public information sources, internal Postal Service databases, reference manuals, and audit and law enforcement reports.
  • Independently researches, extracts, evaluates, and interprets collected data and information as actionable intelligence for field agents to detect, prevent, and respond to fraudulent activities.
  • Creates a variety of analytic products, such as relational databases, summary tables, comparison graphs, temporal analysis charts, association, and link analysis charts, to support audits and investigations.
  • Interacts with other agencies and build relationships with peers to share information and learn the latest developments in analytical tools and techniques to efficiently assist the OIG with mission related work.
  • Develops substantial knowledge of database applications and shares expertise with coworkers in support of agency goals and objectives.
Relocation expenses will not be paid.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Currently a USPS OIG, USPS, USPIS or PRC career employee
  • At least 5 years of specialized experience in investigative analysis and data analytics relating to federal law enforcement investigations
  • Proficient in Advanced Microsoft Excel, i2 Analyst Notebook, Pen-Link, FINCEN analysis, ScanWriter, NCIC, and Power BI
  • Experience training others on investigative analysts' topic, data, etc.
  • Ability to effectively communicate, both orally and in writing, facts and circumstances of investigations to individuals and groups
  • Must have received a satisfactory performance rating on your previous two performance appraisals (Fiscal Years 2023 and 2024). If a performance appraisal is not available, you must submit a written statement stating the reason not available. (You must submit a copy of your latest two performance appraisals)
DESIRABLE QUALIFICATIONS
  • Proficient in methods of data management, analysis and data queries
  • Certified Fraud Examiner
  • International Association of Law Enforcement Intelligence Analysts (IALEIA) Certification

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.

Your resume MUST reflect that you have experience, knowledge and/or skills in each of the following Evaluation Factors listed below
  1. Knowledge of concepts, principles, and methods of data management, analysis and evaluation techniques.
  2. Knowledge of analytical tools, sources, databases, and methods of obtaining criminal investigative data.
  3. Ability to develop intelligence and conduct research to include developing, collecting and organizing data.
  4. Skill in the use of investigative case management and tracking systems.
  5. Skill in analytic methodologies, critical thinking, research and computer literacy.
  6. Demonstrated ability to effectively communicate, both orally and in writing facts and circumstances of investigations to individuals and groups.
You will no longer be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; or receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
