Summary

This position is within the FAA, Aviation Safety (AVS), Office of Aerospace Medicine (AAM), Drug Abatement Division (AAM-800). AAM develops and manages medical programs in support of AVS.

AAM-800 is responsible for oversight of the aviation industry's compliance with the drug and alcohol testing regulations (14 CFR part 120 and 49 CFR part 40).

Help

The Drug Abatement Compliance Analyst within the Drug Abatement Division, Program Policy Branch (AAM-820), is responsible for monitoring, administering, coordinating, or advising on technical policy internal to the aviation industry drug and alcohol testing programs for Drug Abatement Policy to assure understanding of and compliance of the aviation industry testing programs as set forth in the Department of Transportation (DOT) and FAA regulations, 49 CFR part 40 and 14 CFR part 120. Performs a mixture of routine, multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as an individual contributor, member of a team and/or may perform some leadership functions for small projects/programs/teams.

Monitors and tracks programmatic and management actions and reports for completeness and responsiveness to guidance to ensure that commitments and milestones are met, and delinquencies and difficult problems are brought to the attention of the manager. Analyzes incoming requests for information or regulatory guidance to prepare responses, coordinate with members of a team and recommends actions to follow-up with management. Provides ongoing assistance, works basic issues, and provides guidance on national regulations or policy to a diverse audience.

Under limited direction, monitors, coordinates, and provides information that is accurate, clear and concise to a targeted audience. Applies experience and detailed technical knowledge of current and historical regulations and policies applicable to accomplish assignments and prepare documentation for the Division. Interfaces with stakeholders, safety-sensitive employees and the flying public to provide guidance and policy information. May act as a team member on a rulemaking project or new business policy. Typical assignments may include collecting, recording and analyzing data/information; identifying problems; performing investigation and inspection activities; and initiating compliance and enforcement actions.

Demonstrates some independence in planning time and using assigned resources to accomplish assignments or small projects. Provides interpretation and implementation of policies, procedures and requirements governing the drug and alcohol testing regulations and compliance and enforcement policies with limited guidance of a manager or more experienced technical specialist. Researches, reviews and analyzes program directives and instructions from higher-level offices concerning program policies and guidance to ensure consistency. Utilizes automated database tracking systems and the internet to research program-related information.

Attends meetings and programs reviews, documents findings, and provides limited support to these proceedings by gathering specific data, some of which is not readily available and must be developed or solicited from other offices. Maintains contacts with immediate office staff and with other organizational components as necessary to complete developmental assignments.

Established policies/procedures provide guidance for most assignments, but allow some discretion to select the most appropriate approach. Infrequently receives guidance on selecting approach from a manager, project/program manager, team leader, or more experienced technical specialist. May provide recommendations to improve work processes.

Resolves most problems and work issues without assistance. Refers difficult problems and work issues to a manager, program/project manager, team leader, or more experienced technical specialist when guidelines are not available or applicable, and/or require their attention.

Work is reviewed periodically during assignments and at completion to ensure timeliness and technical compliance with the requirements of work activity. Work activities support the work of other employees and contribute to activities of the organization.

Qualifications

To qualify for this position at the FV-H (FG/GS-10-12) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G (FG/GS-5-9) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and that is typically in or related to the work of the position to be filled.

Specialized experience includes: Experience reviewing, analyzing, and applying policies, and procedures to accomplish work assignments; preparing and providing support in the preparation of rulemaking documents; working with drug and alcohol testing programs; racking and analyzing data to ensure compliance with policies and procedures.
