Duties include but are not limited to:

  • Manage all Veterans Transportation (VTS) Service and Beneficial Travel (BT) Program activities.
  • Supervise/ensures the VTS and BT processes comply with regulatory guidance.
  • Serves as the Contracting Officer Representative for all transportation contracts.
  • Oversees the scheduling of routine, urgent and emergent transportation for Veterans.
  • Completes the Needs, Resources and Stakeholders Assessment in collaboration with the other Services.
  • Utilizes the Needs, Resources and Stakeholders Assessment to develop a Three Year Development Business Plan.
  • Manages the appropriate utilization of the Vet Ride System, including all the Administrative Portal.
  • Identifies resources (staffing, funding, equipment, facilities) required to support varied level of program operations.
  • Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures.
  • Organizes manpower utilization, and distribution of work assignments.
  • Provides consistent and effective outreach to community transit authorities and develops Memorandums of Understanding (MOUs).
  • Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods.
  • Analyzes and evaluates Transportation functions and activities being considered for conversion to contact operations.
  • Possess and maintains knowledge of, and collaborative relationships with United We Ride, State Departments of Transportation.
  • Ensures effective integration of efforts/activities with other medical center operations.
  • Collaborates with service providers in local communities to serve Veterans' transportation needs.

Work Schedule: Monday - Friday 8:00am - 4:30pm
Telework: This position may be authorized for telework AD-HOC. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 09/03/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the 0690 occupational series. All applicants, regardless of grade level must meet minimum education requirements. For this occupation, the education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements:

  • Experience: One year of specialized experience, experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. Your experience must be detailed in your resume to receive full credit. OR
  • Education: Undergraduate and Graduate Education - Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Transcripts Required)
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to lead or manage a program which includes applying laws, regulations and policies, that affect transportation programs; provide administrative support to develop, analyze and evaluate the effectiveness of work methods and procedures; ability to gather relevant data to identify problems and develop and implement ideas for improvement; knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of services provided; ability to work collaboratively with local communities and various outreach services.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have I possess a Ph.D. or equivalent doctoral degree OR have completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related. Education must be in one of the following majors or other fields related to the position: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics. (TRANSCRIPTS REQUIRED. Transcript must list degree conferred and date conferred).

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond more than two years, but less than three years of graduate education..

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
