This position is located within the IBNSC Division at the Surface Acquisitions Logistics Center (SALC). The IBNSC Division provides integrated logistics product development and support to the Programs within CG-SEA-A, sustainment organization Product Line personnel, and is the transition agent between acquisitions and sustainment.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

Supports planning and development of acquisition efforts and articulates the planning to complete acquisition related documents based on SALC guidance.

Leads, conducts, or participates in complex management studies and reviews, particularly those with wide or significant effect upon acquisition planning and implementation including budgeting, scheduling, and risk analysis. The budgeting and financial management activities include preparing, documents and presenting financial analyses such as economic analyses (EAs), business case analyses (BCAs), comparative rates of return on investment (ROI) and analysis of alternatives (AoA) for management and support to the SALC IBNSC Division Chief and Team Leads.

Designing, developing, reviewing, and preparing budgetary and financial statements for the SALC IBNSC Division, and providing interpretations of financial reports, statements and data that point out trends illustrating deviations from standards and/or plans and future data projections. Computing and estimating the effect of proposed changes in legislation and/or regulations on financial systems and services; Participating in teams to support IBNSC ILS development.

Ensuring operating program objectives are met by monitoring budget allocation and execution; performing in-depth, rigorous analyses of budget requests and maintaining financial databases and other resources, such as program operating plans, scheduling and Program Evaluation and Review, trade-off studies, life cycle analyses, parametric cost databases and resource plans; Employing techniques such as cost-benefit analysis and program trade-offs and explores alternative methods of funding;

Monitoring the use and rate of expenditure of budgeted funds in assigned areas through continuing dialogue with program officials and their staff, review of written documents and examination of accounting records; reconciling obligating documents with organizational accounting system records to ensure that expenses are accurately reflected and ensuring that vendor payments are accomplished in compliance with pertinent laws and regulations;

Performs cost estimating and analyses to support project PMs.

Analyzes, evaluates, and estimates the total life cycle cost (LCC) of selected assets, as well as performing an in-depth analysis of the cost, schedule, and performance of IBNSC support contracts.

Utilizing historical and actual and projected costs to compute and track performance measures, the incumbent provides analysis and evaluations to management that encompass programmatic milestones, schedules and budgetary resource planning and execution required for effective management, operations and decision making in support of the IBNSC programs.

Identifies cost drivers of the project and performs cost trade-off analyses to address system affordability in establishing capability needs. Further, the incumbent maintains and updates TOC database for the IBNSC programs and establishes quality controls over the accuracy and completeness of products.

Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.

A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position.

Qualifications

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

Mastery of a wide range of qualitative and/or quantitative methodsfor the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
- Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
- Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.
- Skill to plan, organize, and direct team study work.
- Skill and ability to negotiate effectively with management to accept and implement recommendations where the proposals: o involve substantial agency resources, o require extensive changes in established procedures, or o may be in conflict with the desires of the activity studied.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level.
