1. Serves as the Real Property Accountability Subject matter expert. Represents/leads numerous integrated process teams, inter-service and interdepartmental committees, task forces, and working groups relating to real property accountability, and development or review or proposed legislation pertaining to accountability of land, facilities, utility systems, and leases of real property interests.

2. Manages, organizes, and administers the real property accountability and sustainment for land, facilities, and leases.

3. Plans and executes real property accountability policy development, procedures, processes, programs, and special projects and reports.

Qualifications

Experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience includes managing real property accountability, audit readiness, and sustainment, serving as a subject matter expert on policy, system, and compliance; led enterprise-wide initiatives, developed directives and procedures, and advised senior leaders on legislation and audit requirements; use of systems such as ACES, RPIR, and NexGen IT to ensure accurate inventory, reconciliation, and reporting, along with providing training and support to property officers across multiple levels of an organization.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge of real property accountability and sustainment principles, the application of resources, and DoD theories, policies, directives, and procedures in property acquisition, management, and/or disposal.

2. Knowledge and mastery in the application of real estate principles, policies, and methodologies in property acquisition, management, accountability and disposal to ensure that DoD inventory information systems for real property accountability are complete, accurate, and timely.

3. Expert knowledge of the Air Force Automated Civil Engineer System (ACES), DoD Real Property Inventory Requirement (RPIR), NexGen IT, and the real property business practices used for the documentation of real property transactions.

4. Knowledge of Air Force and DoD information management systems, databases, and coding sufficient to manage real property accountability for the entire Air Force, including reconciliation of inventory and multiple complex accounting activities and to hire additional consultants needed to execute Department of Defense real property accountability initiatives.

5. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.

6. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations; ability to assess issues, develop resolutions, and then incorporate into long-range plans.

7. Ability to evaluate current real property practices (especially with respect to real property accountability and sustainment) throughout the DoD and other federal agencies and interpret them for advice and guidance for personnel throughout DoD and Air Staff, at MAJCOMs and base level.

8. Ability to communicate effectively, both orally and in writing, using tact and diplomacy with diverse groups of professionals. Ability to produce quality presentations and to speak effectively to high-ranking officials within the DoD when representing the Air Force.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
