Duties

Help
  • Serves as a Director of a large, complex field activity that administers government contracts on a geographic basis.
  • Supervises a combination of civilian and military personnel.
  • Reviews and evaluates operations, assessing program status, milestone reports, higher-level program reviews, and Agency recommendations concerning operations.
  • Serves as the principal technical adviser and consultant to Senior Management as well as HQ DCMA, the military services, and other government agencies on the implementation of programs for contract management services.
  • Applies innovative organizational strategies and structures to contract management to enhance operational effectiveness and readiness.
  • Responsibility for management policies and procedures, and ensuring that programs and projects are effectively integrated and implemented.
  • Responsible for making adjustments, identifying and eliminating impediments to successful mission accomplishments.

Qualifications

To qualify for a Contract Management Director, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:

  • Experience that demonstrates execution of contract management mission programs that are key to the success of critical acquisition of major weapon systems.
  • Leadership experience directing a diverse group of professional and technical employees responsible for the oversight and implementation of contracting processes and initiatives.
  • Experience in meeting and negotiating with high level civilian or military officials.

Education


Substitution of education may not be used in lieu of specialized experience for this grade level.

  • Acquisition, Technology & Logistics(AT&L) CAP: This is an Acquisition, Technology and Logistics Workforce Critical Acquisition Position (CAP) that requires Level III certification in the Contracting, Program Management, Production, Quality and Manufacturing or the Engineering Career Field.
  • THIS IS A DCMA CRITICAL ACQUISITION POSITION. Unless specifically waived by the appropriate Component official, as a condition of employment, the incumbent of this position is subject to mobility requirements per DCMA Guidance:
    • (a) Selectee must be a member of an Acquisition Corps at the time of appointment.
    • (b) Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment
  • This position is designated as a Key Essential Position.
