***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION***

The primary purpose of this position is: To serve as a construction representative with responsibility for monitoring and controlling the construction operations of large and complex projects involving specialized electrical systems, complex mechanical systems, and/or unique structural requirements for base facilities and associated utility distribution systems.

The organizational location of this position is: 127th Wing, Mission Support Group, Civil Engineering Squadron, site Inspection Branch, Selfridge Air National Guard Base MI.

1. Responsible for design management and surveillance of a variety of difficult and complex project plans and specifications. Reviews project plans and specifications prior to contract advertisement to determine feasibility and practicability of construction.

2. Maintains surveillance over complicated structures involving highly complex construction problems and determines the necessity for changes or remedial actions. Observes and investigates all construction phases to ensure compliance with contract schedules, specifications, submittal registers, and shop drawings.

3. Independently determines need for project changes or remedial action, estimates cost, and develops project modifications. Investigates and analyzes need for contract change orders considering conditions at the work site, filed measurements, computations, and prices for negotiating changes.

4. Serves as liaison between the contracting officer and the project engineer. Performs as point of contact in all matters related to projects for which responsibility has been assigned.

Qualifications

SPECIALIZED EXPERIENCE:

  • Engineering aid or technician or surveying technician performing work directly related to construction.
  • Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
  • Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
