Duties

Help

  • Plans, organizes, and directs the activities of the Material Management Branch, ensuring that Supply Chain Weapon System Managers comply with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of subordinates.
  • Represents 19th AF Directorate of Logistics and Logistics Readiness Division and advocates for variety of Air Education and Training Command(AETC) installation and functional area organizations.
  • Directs and/or leads supply analysis and provides advice to key MAJCOM/installation officials regarding aircraft supply drivers that impact mission accomplishment.
  • Develops and prioritizes aircraft and engine supply chain management performance goals and projects.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain a Secret security clearance.
  • Subject to irregular duty hours, especially in conjunction with trips to the Air Staff, other MAJCOM headquarters, AFMC Air Logistics Centers, or Air Education and Training Command (AETC) base-level units.
  • A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Supply Program Management Series 2003

SPECIALIZED EXPERIENCE EXPERIENCE Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in the Federal Service. Examples of specialized knowledge include knowledge of Air Force Air Education and Training Command (AETC) mission, roles, functions, organizational structures and operation of DoD, Air Force and AETC organizations to enable the incumbent to provide command-level staff guidance to the right personnel concerning supply chain management fundamentals and how they relate to AETC's pilot training mission. Knowledge of safety and security regulations, practices, and procedures. Knowledge and mastery of advanced concepts, principles, and practices of Air Force retail, wholesale and contractor supported supply weapon systems to include the ability to analyze technical performance data and develop accurate assessments of operational sustainability, reliability, and effectiveness.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of AF/AETC mission, roles, functions, organizational structures and operation of DoD, Air Force and AETC organizations to enable the incumbent to provide command-level staff guidance to the right personnel concerning supply chain management fundamentals and how they relate to AETC's pilot training mission.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  4. Ability to communicate effectively, both orally and in writing.
  5. Knowledge and mastery of advanced concepts, principles, and practices of Air Force retail, wholesale and contractor supported supply weapon systems to include the ability to analyze technical performance data and develop accurate assessments of operational sustainability, reliability, and effectiveness.
  6. Skill in assessing, planning, and overseeing large-scale aircraft sustainment/acquisition programs and associated follow-on support strategies to include skills in evaluating contract/organic proposals to ensure the government is receiving quality supply support for the best value. Ability to adjust work operations to meet program requirements and objectives for areas of responsibility within available resources.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
