Duties

Help

Serves as the US Army NAF Employee Retirement (Defined Benefit) Program Manager. Under the direction of the NAF Employee Benefits Manager, supervises the benefits staff performing duties related to the Army's NAF Retirement. Represents plan as the subject matter expert to eligible employees, participants, Human Resources Offices, Army Benefits Center-Civilian, Payroll Offices, Department of the Army Civilian Personnel Policy Office and others. Acts as liaison between participants and the NAF Employee Benefits Office and between retirees and the third party administrators. Examines, adjudicates and authorizes claims for benefits under the benefit plans. Applies and interprets statutory, regulatory and plan provisions to determine eligibility for participation and benefits. Routinely researches provisions of similar plans, their governing business considerations supporting the plans' provisions and makes recommendations for plan improvements. Drafts regulatory and plan changes in coordination with AG-1 Civilian Personnel Policy and in accordance with DOD NAF regulatory guidance, Public Laws, the Internal Revenue Code and Department of Labor regulations. Responsible for updates and management of the plans, enrollment and termination of participants, verification of creditable service, calculation of earned benefits under the plans' definitions and reconciliation of applicable data on the Benefits Workstation System. Reviews and assigns all workload to include portability to assigned staff and reviews cases prepared by staff to ensure accuracy. Initiates and responds to more complicated benefit plan correspondence. Represents the retirement plan to the actuaries in the performance of the annual plan valuation. Provides data and responds to questions as requested to complete the annual commercial audits of the Retirement Plan. Directs disbursement of beneficiary and survivor benefits in accordance with the plans' provisions and beneficiary designations of participants. Performs and documents routine audits of the data contained in the Benefits Workstation System and takes corrective action when necessary.

Supervises, trains and evaluates assigned staff. Participates in developing administrative systems within the office to improve operations, internal controls and customer service. Establishes an atmosphere of professionalism and mutual respect among work colleagues. Sets and enforces achievable standards. Participates in special projects and provides assistance as needed in the administration of other employee benefit programs. Establishes and maintains processes to safeguard PII.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
One year of specialized experience performing duties similar to those stated above. This experience must be equivalent in scope and complexity to the next lower grade level to include:
Experience administering defined benefit and/or defined contributions plans and other insurance plans, including enrollment processing, claims administrations, processing retirement annuities, and providing customer service and problem resolution. Experience interpreting and applying Federal laws, administrative regulations, and policies related to benefits administration.
Experience providing a full range of supervisory duties to include employee evaluation, performance counseling, professional development, conflict resolution, and teambuilding.
Demonstrated ability to communicate orally and in writing to present ideas and solutions in a systematic and logical manner referencing point of applicability or previous case/plan determinations. Experience in delivering plan information and training presentations to employees and staff members.

Highly qualifying candidates will have previous experience in the administration of Federal/State employee benefits programs.
