Summary

This position reports to the Enterprise Mail Management (EMM) Supervisory Program Analyst, with the incumbent serving as the Program Analyst physically stationed in either Washington, DC or at a location to be determined. EMM is modernizing VA's mail management capabilities, providing guidance, and facilitating oversight initiatives. EMM will build upon current mail facility capabilities to guide policy, processes, controls, improved data management and monitoring compliance for VA assets.

Major Duties:

  • Supports outgoing data call communications and processes incoming data call responses.
  • Develops, analyzes, evaluates, advises on, or improves the effectiveness of mail management work methods and procedures, management controls, information and documentation systems, and similar functions as required of management.
  • Analyzes and evaluates work associated with data management and its program related activities.
  • Supports the Supervisory Program Analyst in monitoring data management.
  • Makes improvements to existing workflow processes, which includes but is not limited to analysis of data storage options within a local on-premise network or cloud-based data hosting services.
  • Assist in communicating requirements, schedules, and processes to align with quarterly and annual reporting target dates.
  • Requests mail and parcel shipping expenditure information and related data reporting requirements from Facility Mail Managers in conjunction with Administration Mail Managers.
  • Collects and compiles data to be analyzed for reports to show status and gaps within the data results - including initial findings requiring attention or immediate action.
  • Monitors expenditure data at the enterprise level developing and communicating results, findings, and trending analytics.
  • Engages in lessons learned, process improvement opportunities, and improved preparation and soundness of reports shared across the enterprise.
  • Uses data-driven analysis to provide guidance to EMM leadership based on analysis and alignment to performance measures.
  • Supports the work related to the coordination and review of current data management processes, as well as VA's responses to mail management requests for information and associated reports.
  • Analyzes the impact, feasibility, practicality, and effectiveness of mail management standards used by the Agency, its regulations, programs, and policies based on data-driven findings.
  • Evaluates and provides recommendations on new technologies and design architectures that expand or improve mail management data-driven initiatives.

Physical Demands: The work is sedentary in nature. Some work may require walking and standing in conjunction with attendance to meetings. There may also be requirements for overnight travel to mail facilities. VA facilities, or conferences throughout the United States and territories in the performance of duties assigned. This position may require carrying light items such as briefing books. The work does not require any special physical effort.

Working Conditions: The work area is an office-oriented environment that is equipped with adequate light, heat, air conditioning and ventilation. In some cases, the Program-Analyst may be required to visit mail facilities in an industrial environment.

Qualifications

To qualify for this position, all qualification requirements must be met by the closing date of this announcement 08/20/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Applicants must meet all requirements when a request is received to fill a vacancy. You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: fundamental knowledge of mail management improvement programs and knowledge pertaining to United States Postal Service (USPS), United Parcel Service (UPS), Federal Express (FedEx), and shipping carriers in the areas of retail and commercial services, guidelines, requirements to meet federal rules and regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
