Duties

Help

As a Program Coordinator, you will perform the following duties:

  • Provide oversight and major problem resolution for the FY2025 Disaster Recovery program activities and staff, as well as the corresponding comprehensive evaluation and in-depth analysis of potential changes in EDA priorities and milestones.
  • Assist the Area Director and Regional Director with the development of a comprehensive investment strategy for the assigned territory within the region for the FY2025 Disaster Recovery program.
  • Lead staff in developing a comprehensive investment strategy for their geographic region of responsibility for the FY2025 Disaster Recovery program within the comprehensive framework of the desired objectives of the Area Director.
  • Oversee and provide necessary expertise to staff managing construction projects for the FY2025 Disaster Recovery program, involving the management and administration of the construction of commercial buildings, as well as sewer, wastewater treatment facilities and other critical industrial and commercial infrastructure consistent with PWEDA.

  • These are appointments for 1 year, that may be extended for 1 additional year; however, the appointment authority allows conversion to a permanent position, subject to workload, funding, and performance at the Manager's discretion.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-14 level:SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience:

  • Overseeing and managing complex economic development programs.
  • Managing full lifecycle of construction projects.
  • Supervising staff including planning and managing workload, directing and prioritizing tasks, and evaluating performance.
  • Conducting qualitative and quantitative analysis of programmatic activities.
  • Strong negotiation and communication with internal and external stakeholders, including formulating recommendations for leadership and representing agency interests externally.

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility. Please note this position is being filled under Thomas R. Carper Water Resources Development Act of 2024 (Public Law 118-272). Employees will be hired under Thomas R. Carper Water Resources Development Act of 2024 (Public Law 118-272) Hiring Authority in the Excepted Service for a period not-to-exceed two (2) years.
