Duties

Help
  • Coordinates work with maintenance contractors, engineers, lock supervisors and others.
  • Periodically recommends the condemnation of obsolete, worn-out, and unserviceable property and equipment.
  • Conducts fire, lifeboat and man overboard drills.
  • Responsible for making and breaking up of tows for long towing and the landing and disposing of the same at the destinations.
  • Directs all operating repairs to the vessel.
  • Assures that safety equipment is adequate, properly installed and maintained.
  • Follow navigational laws, rules, safety, and regulations to direct movement of vessel in assigned waters.
  • Serves as Master of a floating plant that includes a self-propelled diesel powered triple screw towboat that is 96 feet in length with a total of 2,000 horsepower.
  • Responsible for maintenance of property records and inventories and reports related to the loss or damage of property and equipment.
  • Adjusts plans, assignments, and methods to accomplish the work as effectively and efficiently as feasible.
  • Communicates and coordinates with supervisor regarding significant maintenance, overhaul, and repair needs necessary to keep the plant in a ready and reliable state.
  • Responsible for the safety of the vessel and crew.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A pre-appointment physical exam is required, and the incumbent will be subject to scheduled medical surveillance.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Must possess a U. S. Coast Guard Master of Towing license for western rivers upon appointment.
  • Incumbent must acquire and maintain a crane operators license from a nationally accredited organization for a 60-ton or larger lattice boom crane within 9 months of employment in the position.
  • A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
  • Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to lead or supervise as a Master, Towboat. I am able to perform common Master Towboat tasks including, planning and directing daily operations and determining operating procedures that are required to obtain maximum production of the towboat. - Failure to meet this Screen Out Element will result in an ineligible rating.

PHYSICAL EFFORT - Light to moderate physical effort is required from walking and climbing, continuous standing, and operating of various controls. Greater effort is expended in supervising or performing operations, general maintenance, and repair activities.

WORKING CONDITIONS - Work is more often performed inside, but work is frequently outside in inclement weather, and there is the danger of slipping and falling overboard and drowning. There is exposure to traffic hazards, especially during foggy weather and at night. While supervising or performing general maintenance and repair activities, is exposed to injuries resulting from moving machinery and working in cramped quarters.

You will be required to live on the vessel during the work week and report to the site of the vessel at the beginning of the work week.
