Duties

Help

The primary purpose of this position is: to serve as an Air Reserve Technician to direct aircraft maintenance activities in the accomplishment of unit flying schedules and maintenance plans, to assign priorities to aircraft production work, directs action to resolve resource shortages, and trains reservists in the duties and responsibilities set herein.

DUTIES:
DUTY 1: Plans use of workers, equipment, facilities, and materials on a week-to-week or month-to-month basis. Establishes deadlines, priorities, work sequences, and plans work assignments based on general work schedules, methods, and policies set by higher level supervisor. Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Ensures employees with access to classified information comply with security directives. All known security violations are reported to the proper authority immediately when discovered.

DUTY 2: Performs personnel management responsibilities. Directly supervises expediters (WS-8852-9) and debrief/dispatch personnel (GS-1152-9). Incumbent participates with various supervisors in performing specific personnel management responsibilities for flight line maintenance production personnel, which includes a range of technical skills such as 8852, 6652, 2610, 2892, 8268, 8602, 3806, 6910, and 1152. Participateswith employees in
the development of performance plans. Advises employees in advance of performance expectations. Provides proper guidance and direction, continuous feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments, and recommends performance rating in accordance with regulations.

DUTY 3: Executes specific disaster control duties including provisions of Emergency War Orders and contingency plans. Directs aircraft generation/evacuation. Directs movement of aircraft, support equipment and evacuation of flight line personnel as required under exercise, contingency, and emergency situations. Maintains current on-base contingency and disaster checklists and appropriate maps with cordon overlay. Reports status of aircraft, equipment, and flight line personnel during disaster response actions.

DUTY 4: Performs administrative functions. Assist other supervisors in planning and establishing overall leave schedule. Ensures leave schedule does not conflict with mission requirements. Determines training needs of employees based on current and future requirements. Arranges for training accomplishment. Manages the aircraft maintenance production effort by assigning priorities of work necessary to accomplish flying schedules and maintenance plans. Directs action to resolve personnel and equipment resource short falls that impact unit mission activities.

DUTY 5: Serves as technical advisor to flight chief/maintenance supervisor in the resolution of production problems. Interprets technical orders, blueprints, aircraft schematics, instructions and messages regarding aircraft maintenance methods and procedural guidance. Ensures maintenance actions on assigned aircraft and support systems are conducted in accordance with implementing instructions.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for WS-8800 Aircraft Overhaul Family.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WS-8800 Aircraft Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is ability to supervise as an Aircraft Ordnance System Mechanic Supervisor.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of safety requirements as outlined in safety standards, regulations, and technical orders. Knowledge of and ability to implement sound personnel management policies, practices, and procedures, including sexual harassment and equal employment opportunity.
  2. Extensive knowledge of Air Force TO Form documentation requirements. Knowledge and practical application of MIS (e.g. CAMS, GO-81) programs. Ability to communicate effectively, both orally and in writing. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
  3. Comprehensive knowledge of assigned weapon systems including airframes, aircraft systems, and the interrelationships among systems and aircraft power plants, needed to make various operational checks and verify established performance limits. Ability to read and interpret instructions, specifications, blueprints, and technical orders, and to evaluate compliance, adequacy of repair actions, and proper installation of parts and modifications.
  4. Knowledge of aircraft flying hour and maintenance planning cycles, documentation, and communication necessary to execute plans. Skill in directing aircraft generation/evacuation processes.
  5. Ability to manage personnel and equipment resources to effect flying and maintenance programs. Ability to assign work priorities to accomplish scheduled and unscheduled maintenance activities. Ability to execute disaster control and emergency war order/contingency plans.
  6. Skill in determining aircraft condition and advising supervision of workload changes. Skill in troubleshooting, inspecting, and/or tracing hard-to-locate defects or problems. Skill in using and maintaining a variety of hand and power tools, equipment, and precision measuring and/or test equipment.

OTHER SIGNIFICANT FACTS:
  • May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments.

  • This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain AirForce Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent maybe assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.

SUPERVISORY CONTROLS: Receives work assignments orally or through written schedules or plans primarily from the Aircraft Maintenance Squadron Superintendent. Independently determines type and extent of repair action needed to recover aircraft to a flyable condition. Refers to methods and procedures technical orders to effect specific processes. Assures overall work is conducted safely and in accordance with acceptable maintenance practices for aircraft.

FUNCTIONAL REQUIREMENTS: Heavy lifting (45-79 pounds). Moderate carrying (15-44 lbs). Hours of straight pulling are 1 hour per week. Hours of pushing is 1 hour per week. Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours per week. Hours of standing are 10 hours per week. Hours of crawling are 1 hour per week. Hours of kneeling are 1 hour per week Hours of repeated bending are 3 hours per week. Climbing, use of legs and arms. Both legs required. Operation of crane, truck, tractor, or motor vehicle may be required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing (without aid).

ENVIRONMENTAL FACTORS: Outside and inside (other than normal commuting). Excessive noise, intermittent. Constant noise. Electrical energy. Slippery or uneven walking surface. Working around machinery with moving parts. Working around moving objects or vehicles. Working closely with others.
