Duties

Help

  • Serves as Subject Matter Expert (SME) on Human Resources Information Systems, to include recruitment platforms (such as USA Staffing), payroll, Human Resources database, timekeeping, etc.
  • Performs complex position analysis in collaboration with managers and/or supervisors in preparation of position descriptions and crediting plans.
  • Advises and assists managers and/or supervisors with identifying appropriate pay range within the pay band for a position based on the classification determination.
  • Serves as SME and provides analytical and technical advice and guidance to managers and/or supervisors on recruiting strategies and process, special programs, and relocation (e.g., Permanent Change of Station (PCS)) and retention programs.
  • Performs all required duties related to recruiting (e.g., complex position analysis to determine position and skill requirements, recruiting resources, areas of consideration, and short and long-term recruiting needs; and working with managers and/or supervisors to prepare crediting plans).
  • Reviews personnel action for accuracy.
  • Ensures accurate and timely payments related to recruiting actions and PCS claims. Provides advice and guidance on PCS related issues to CNIC NAF HQ and Region staff.
  • Serves as SME and provides advice and assistance to, and collaborates with, CNIC NAF HQ and Region staff in the area of employee relations (e.g., performance, discipline).
  • Provides guidance to managers and/or supervisors regarding handling of employee relations' issues (e.g., performance, discipline) and action(s) to be taken, and prepares required letters and/or documents.
  • Researches and interprets policies on employee relation's issues.
  • Serves as SME and performs all required duties, including providing advice and assistance to, and collaborating with, current CNIC NAF HQ and Region staff, retirees, prior CNIC employees, dependents, vendors, and/or other NAF Department of Defense (DoD) staff, on matters related to benefits' program administration (e.g., insurance (medical, dental, life), Long Term Disability, Workers' Compensation (WC), Family Medical Leave Act, Flexible Spending Account, Affordable Care Act).
  • Ensures timely and accurate payment of bills related to the various benefits programs, collects benefits payments for CNIC NAF HQ employees depending on leave status, and collects benefits' payments for all CNIC NAF employees and retirees in a delinquent payment status.
  • Conducts annual benefits fair for CNIC NAF HQ and provides benefits fair assistance to Region staff.
  • Serves as SME and provides advice and assistance on CNIC NAF benefits and portability of benefits to employees transferring between DoD appropriated fund (APF) and NAF employment systems.
  • Serves as SME and performs all required duties, including providing advice and assistance to current CNIC NAF HQ and Region staff, retirees, prior CNIC employees, dependents, vendors, and/or other DoD staff on matters related to CNIC NAF Defined Benefit/Retirement and Defined Contribution/401(k) Plans.
  • Develops communication materials to explain CNIC NAF HR policies. Participates in regional communications sessions with CNIC NAF HR staff, managers, and/or employees to present information on subject area topics.
  • Serves as CNIC NAF liaison working closely with CNIC APF HR staff on issues/actions affecting both APF and NAF employees.
  • Develops and presents subject area specific training to both internal and external customers.
  • Prepares and analyzes functional area specific reports.
  • Performs other duties as assigned.

Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate possesses the following:

  • Knowledge of and skill in applying a wide range of HR theories, concepts, and/or practices to perform a variety of difficult and complex assignments in the areas of classification, recruiting, employee relations, labor relations, benefits, and/or retirement.
  • Knowledge of CNIC organizational structure and mission(s) of organizations serviced to perform the full range of HR services.
  • Knowledge of HR laws; and Office of Personnel Management (OPM), DoD, Department of the Navy (DON), CNIC, and various federal government HR policies, regulations, and procedures related to functionally specific areas of HR.
  • Ability to interpret and apply OPM classification guidelines and policies to assist managers and/or supervisors in developing position descriptions and determine appropriate title, series, and pay band/grade level.
  • Ability to identify and determine position and skill requirements to create crediting plans to use in applicant qualification process.
  • Ability to analyze resource requirements to identify key positions/competencies and develop training plans/developmental assignments for use with management development programs and/or intern programs.
  • Ability to provide advice and assistance and interpret policy and regulations related to employee relations.
  • Ability to provide advice and assistance and perform tasks associated with benefits' program administration.
  • Ability to interpret retirement plan provisions, review and verify service information, calculate retirement estimates/benefits, and assist with actuarial validation.
  • Skill in the use of a Human Resources Information System (e.g., SAPHR).
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to analyze and prepare clear, concise, and technically sound reports.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to communicate effectively both orally and in writing.
  • Knowledge of CNIC NAF HR policies and operations preferred but not required.

Education

When education is a basic requirement for the position, or when substituting education for experience, applicants MUST submit a copy of high school transcripts, college transcript, or a list of courses, which includes grades earned, completion dates, and quarter, and/or semester hours earned as part of the application package.

Foreign education must include evidence that it is comparable to education received at accredited educational institutions in the United States.

Transcripts from foreign colleges must be evaluated for U.S. equivalency in order to be considered. Your application will be screened for the following minimum qualifications:

  • Three years of experience applying technical HR principles, concepts, and practices and process. A qualified candidate will have experience in any of the following HR Functions: Recruitment and Staffing; Benefits Administration; Worker's Compensation; Pay and Compensation; Employee Relations, Position Classification and Performance Development.
OR
  • Have a Master's or equivalent graduate degree in a related field (i.e., Business Administration, Human Resource Management, Public Administration, etc.); or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
Applicants who meet the minimum qualifications will be further evaluated for:
  • Knowledge of Human Resource programs: Staffing (do not include recruiting/sourcing experience); employee relations; benefits administration; Worker's Compensation and Human Resources Information System.
  • Experience interpreting laws, regulations, instructions and policies.
  • CNIC NAF Human Resources experience.
  • Experience providing advice and assistance and interpreting policy and regulations related to employee relations.
  • Experience providing advice and assistance and performing tasks associated with benefits program administration.
