As a Financial Analyst, GS-11/12, your typical work assignments may include the following:

This is a developmental position. The duties above are at the full performance level of GS-12. Level of supervision varies at the GS-11 level.
- Identify and analyzes changes in budgetary and/or financial policies, constraints, and objectives.
- Review and analyze financial reports.
- Make recommendations regarding program adjustments.
- Research, complies, and analyze information for a wide variety of reports.
- Prepare related financial documentation and adapting financial management procedures to satisfy reporting requirements for United States Trade Representative (USTR), Chief Financial Officer (CFO).

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

You may qualify at the GS-11 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-9 grade level in the Federal service or equivalent experience in the private sector which includes:
1) Reviewing financial reports; AND 2) Analyzing changes in program plans and their effect on financial budget milestones; AND.
3) Identifying problems and discrepancies in financial reports.

OR

B. Possess a Ph.D. or equivalent doctoral degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.M or J.D., if related.

OR

A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11.

You may qualify at the GS-12 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector which includes:
1) Analyzing budget and/or financial program data to develop annual and multi-year budget estimates; AND 2) Researching, reviewing, and interpreting financial policies; AND 3) Advising agency staff on actions and ramifications of policy and programmatic adjustments on cost and budget issues; AND 4) Develops policies, goals and objectives for programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you are relying on your education to meet qualification requirements for the GS-11 grade level: Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accrediting institutions recognized by the U.S Department of Education.

Failure to provide all of the required information as stated in this vacancy announcement may result in an ineligible rating or may affect the overall rating.

There is no education substitution for the GS-12 grade level.
