Summary

About the Position: As a Winchman assigned to the River Operations Branch, MSU you will utilize your skills to operate diesel winches on a mat sinking mooring barge.

NOTE: The duty location of this position will be wherever the Mat Sinking Unit is located.

NOTE: This position is a Permanent, Full-Time, Seasonal Appointment. You will be placed in a non pay status when work is unavailable.

Duties

Help
  • Operates electrically powered manually-controlled "mat boat" winch on mat boat barge.
  • Operates, in a sitting position, one of two winches that controls movement of the mat boat in launching concrete mattress, and in propelling entire mat sinking floating plant.
  • Operates friction, throttle and foot brakes while paying-off and redeeming opposing winch cables, requiring exacting manipulation and the selection of proper movement.
  • Advises foreman of possible adverse conditions such as too much strain on bank anchors or cables, outboard winch on mat boat opposing needed movement, traveling timber heads bound by friction, weigh loads-and-distances at maximum limits, etc.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Winchman without more than normal supervision. Duties include: operating electric or hydraulic winch; maneuvering a mat boat during mattress launch; and interpreting hand signals from a flagman to operate a winch. - Failure to meet this Screen Out Element will result in an ineligible rating.

  • Physical Efforts: Work requires substantial physical effort when handling equipment and machinery. Work may involve long periods of standing, lifting, climbing, and crouching and walking.
  • Working Conditions: Work is performed outside in all kinds of weather; gloves are soiled during cleaning, maintenance and servicing of winch, and noise is frequently difficult to talk above. The most typical hazard of this job is backlash from broken ruble and burns from steam lines.
