Summary

The employee will serve as the Management Analyst, National Care Coordination and Peer Support Outreach Center, located in the Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.

Help

Major duties include but are not limited to:

  • Reviews completed actions for priority, content, security markings, and to ensure that issues are correctly addressed, and that necessary levels of staff coordination have been accomplished.
  • Acts as a continuity of processes and coordinates the development of complete back ground information, supporting documentation, and reports with conclusions and recommendations for the Senior VCL leaders to take the appropriate action.
  • Gathers and analyzes informational material and data, and performs independent research regarding administrative program areas.
  • Assists Division Directors by providing notes, research, and other background material related to employee and labor relations matters.
  • Coordinates with management to provide solutions to moderately difficult administrative problems.
  • Coordinates actions with other administrative staff across VCL.
  • Responds to inquiries from management staff regarding administrative policies and procedures involving such matters as leave, time and attendance, employee benefits, merit promotions, within grade increases, recruitments, etc. to provide guidance and assistance and resolve discrepancies.
  • Composes executive level correspondence, memoranda, and reports.
  • Reviews letters, memoranda, decisions, recommendations, and reports prepared for the signature or approval from any of the Directors within National Care Coordination and Peer Support Outreach Center for proper grammar, spelling, and syntax.
  • Prepares summaries of meetings and conferences that capture aspects of the discussions that are pertinent to VA's work.
  • Assists with travel planning, which includes making hotel accommodations, airfare, local transportation, and meals and incidentals using an established electronic travel system.
  • Manages the office calendar and reviews and approves requests for meetings, develops agendas and attends meetings to takes notes and collaborate as needed.
  • Collaborates in coordinating conference and meeting planning; informs participants of topics to be discussed.

Work Schedule: Tour of Duty is typically Administrative Hours. Tour is subject to change based on program needs.
Compressed/Flexible Work Schedule: May be authorized upon supervisor approval after training per Agency policy.
Remote: This is remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify for the Management Analyst, GS-0343-11 based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 3 out of 4 of the following examples of specialized experience:

  • Experience applying qualitative and/or quantitative analytical and evaluative methods and techniques to studies concerning the efficiency and effectiveness of program operations;
  • Experience developing recommendations concerning changes in policy, procedures and courses of action to be followed which require substantive changes in administrative and management programs of a work unit;
  • Experience using records management industry standard practices in developing and maintaining electronic and paper records management systems to track suspense dates for managing the disposition of documents;
  • Experience managing and coordinating electronic calendar systems for an office of varying levels.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, in a field that is directly related to the work of this position that demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education (beyond the first 2 years) in a field that is directly related to the work of this position that demonstrate the knowledge, skills, and abilities necessary to do the work equivalent to the total requirement of this position (e.g., 6 months of specialized experience and 1 year of post masters degree graduate education).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
