The Criminal Investigation Division (CID) Director leads a 24/7 world-wide organization which is a Direct Reporting Unit to the Under Secretary of the Army. The Director CID serves as both the head of CID and a HQDA Principal Official. Develops policy on DA jurisdiction for the investigation of major criminal offenses. Directs the negotiation of and finalizes delimitation agreements with other federal, state, and local law enforcement organizations. Determines policy for the conduct of all criminal investigative matters between DA and federal, state, local, and foreign law enforcement and security agencies. The Director, CID determines guidelines and directs the development of investigative policy and operating procedures for all aspects of a global felony-level criminal investigation organization and criminal intelligence collection and analysis. Determines scope of, develops policy for, and evaluates the effectiveness of special programs such as the polygraph examinations, the operation of a certified forensic science laboratory which supports the entirety of the DoD, biometrics operations, major cybercrime and procurement fraud investigations, protective services for designated U.S. high risk personnel (to include Cabinet officials), and surveys to determine the vulnerability of Army activities to criminal activity and/or terrorist threats. Directly manages a workforce of 3000 Soldiers and civilians and an annual operating budget of approximately $630 million. Performance is reviewed in the broadest terms for technical perceptiveness, managerial competence and senior leadership effectiveness for contribution to the execution of the CID mission. Serves under the general direction of the Secretary of the Army through the Under Secretary of the Army. Directly supervises 6 personnel at the SES Tier 2 and O-6/GS-15 levels.

  • The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations.
  • The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process.
  • Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army.

Qualifications

There is NO requirement to prepare a separate narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the following technical qualification.

TQ 1: Knowledge of criminal investigative policies, techniques, methods, procedures and jurisdictions in order to provide executive leadership over a wide range of complex and highly sensitive criminal investigations and operations, as well as other supporting technical investigative efforts.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

ADDITIONAL REQUIREMENTS:

  • This position meets the requirements for Special Retirement Coverage (SRC) as a secondary [supervisory or administrative] law enforcement officer position under Title 5 CFR §831.902 and §842.802. For FERS SRC eligibility, the incumbent of this position must meet all of the prior law enforcement experience and 3-year requirements in Title 5 CFR §842.803.
  • Applicant must have successfully completed a Federal Law Enforcement Training Accreditation (FLETA)-accredited initial criminal investigation training program such as the Criminal Investigator Training Program at Federal Law Enforcement Training Center (FLETC), Glynco, GA, the FBI or DEA Academies, Quantico, VA, or the U.S. Army Military Police School Criminal Investigation Basic Course, Fort Leonard Wood, MO.
  • Applicant must be serving or just completed serving at least ten years as a supervisor for a criminal investigation agency at a Federal, State or large metropolitan law enforcement organization.
  • The position is required to qualify with a weapon, maintain a valid driver's license and is subject to the Lautenberg amendment.
  • Medical Requirements Occupational Series 1811 - https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1800/criminal-investigation-series-1811/: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.

Tiering: The Department structures its SES positions into categories (i.e. tiers) to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department.
