As a QUALITY ASSURANCE SPECIALIST (Title 32), GS-1910-11, you will establish and execute a planned systematic approach of quality assurance for all areas of aircraft maintenance, designed to provide the maintenance managers confidence that aircraft, aircraft systems, munitions, equipment, products or supporting processes conform to technical, safety, work load and customer requirements. The overall objective is to ensure that quality considerations are addressed and requirements achieved for all aircraft maintenance work and support functions to ensure end items perform as intended with reliability. Serves as the primary technical advisory process in the maintenance organization designed to assist maintenance managers. Serves as the Quality Assurance Specialist (QAS) for the planning, implementation and execution of a quality assurance program that includes the full range of quality principles, concepts, inspection techniques, surveillance and evaluations related to quality assurance functional programs of all assigned aircraft, aircraft components, aerospace ground equipment, electronic equipment & systems, armament, munitions, engines, associated systems and maintenance personnel from numerous job series, and maintenance disciplines.

Major Duties - This is NOT an all-inclusive list:

  • Evaluate systems, subsystems, or components for compliance with technical data, engineering drawings, and specifications.
  • Review operating instructions to verify technical accuracy and consistency with Air Force and MAJCOM policy.
  • Inspect maintenance work centers to verify adherence to safety, tool control, and security programs.
  • Assess the accuracy and applicability of TCTOs and OTIs to determine surveillance requirements and implementation steps.
  • Analyze defect and failure data to detect trends or weaknesses in the quality inspection system.
  • Investigate problem areas by conducting root cause analysis and trending to identify systemic deficiencies.
  • Coordinate and evaluate corrective actions and follow-up measures for technical issues or quality concerns.
  • Assess reliability and maintainability concerns to distinguish between local and external contributing factors.
  • Resolve technical concerns using applicable Air Force Instructions, Technical Orders, and engineering standards.
  • Develop inspection programs and evaluation techniques to verify suspected conditions or deficiencies.
  • Determine the scope and requirements of aircraft functional check flights and release aircraft for return to service.
  • Recommend decertification of aircraft loads that exceed safe flight envelopes or weight restrictions.
  • Decide whether reported R&M deficiencies are caused by internal unit factors or external systemic issues.
  • Make recommendations on technical maintenance concerns raised by supervisors across maintenance functions.
  • Select appropriate inspection methods and formats to present findings to senior leadership or command.
  • Execute a Maintenance Standardization Evaluation Program to assess both maintenance quality and personnel proficiency.
  • Monitor maintenance activities and assess compliance with quality assurance plans and higher-level directives.
  • Evaluate the effectiveness of the organization's quality plans, practices, and inspection procedures.
  • Serve as the subject matter expert for unit-level compliance inspections, operational readiness, and evaluation programs.
  • Manage unit programs for impoundment, chafing, and hot refuel/aircraft-to-aircraft site certification to ensure quality and airworthiness.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence:

  • The area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.


Military Grades: ENLISTED ONLY - Minimum rank requirement of MSgt & May not exceed the rank of SMSgt


SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess specialized experience which includes 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs, specialized experience includes experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test, and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e., special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.

Education
