Duties

Help
  • You will evaluate regulations, policy statements, and other relevant materials as the basis for 1-ecommending fo1mulating guidelines to the supervisor for implementation at the RCO MCIWEST and its subordinate contracting offices.
  • You will assist the supervisor in providing strategic and operational guidance to internal contracting customers, vendors, and Contract Specialists.
  • You will assist the supervisor with Procurement Performance Management Assessment Program (PPMAP) reviews of all contracting activities at subordinate contracting offices.
  • You will assist with the development, maintenance, and presentation of acquisition-related training for all acquisition personnel at the RCO MCIWEST and subordinate contracting offices, and for selected customer personnel.
  • You will assist the supervisor with the management and oversight of one or more acquisition programs such as DON e-Business Office initiatives
  • You will develop, monitor, and maintain new statistical databases related to the acquisition process for higher headquarters data calls, recurring reports and one­time inquiries, generated internal and external to the RCO MCIWEST.

  • This is a Bargaining Unit position.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You are required to sign Standards of Conduct and Procurement Certifications.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You are required to obtain and maintain a Contracting (CON) Professional acquisition certification within 36 months of appointment and complete 80 hours of Continuous Learning Points (CLPs) every two years in accordance with DoD Instruction 5000.66.

Qualifications

In addition to the Basic Requirement for this position, your resume must demonstrate the following:

Your resume must also demonstrate at least one year of specialized experience at or equivalent: to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing pre-award and/or post-award functions for procurements involving contracts for supplies and services, architect/engineering services, facility support contracts, construction, and environmental services; and evaluating responses to solicitations.

Your resume must also demonstrate at least one year of specialized experience at or equivalent: to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting procurement/contract negotiations; performing pre-award and/or post-award functions for procurements involving contracts for supplies and services, architect/engineering services, facility support contracts, construction, and environmental services; evaluating responses to solicitations; and interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
