The primary purpose of this position is to supports the CIO, the Deputy Chief Management Officer, Acquisition Program Executive Offices, and other Department of the Air Force (DAF) Senior Leaders by maintaining comprehensive situational awareness of information technology developments, their impact on the DoD and DAF, and their applicability to DAF Cloud Acceleration efforts.

Duties

Help

  • Provides guidance, oversight, and direction for the application of information technology within the DAF, ensuring that the DAF uses best-in-class technologies and practices in support of its missions, DoD programs, and initiatives. This includes technical responsibilities and decision authority.
  • Supports the CIO in ensuring that the information technology infrastructure supports the current and future needs of DAF processes and missions.
  • Develops and maintains relevant Information Technology Roadmaps.
  • Supports the DAF Chief Architect in the development and maintenance of information technology reference models and information technology transition plans. These models and plans document the technologies, standards, and practices that the DAF will adopt at the enterprise level, and how this adoption will be executed.
  • Works with research laboratories, industry, academia, and acquisition experts to identify best-in-class technologies and practices.
  • Develops, maintains, and leads a network of key information technology engineers within the DAF and across industry and academia to enhance the identification, development, review, and adoption of new standards and technologies.

  • Position has been designated Special-Sensitive and the selectee must have or be able to obtain a Top Secret/SCI clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications


Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MINIMUM QUALIFICATIONS:

  • Must have significant knowledge and experience in strategic use of information technology, IT infrastructure development and management, systems integration, IT acquisition and vendor management, IT lifecycle management, hardware and software development, and ability to remain current in relevant areas of Information Technology.
  • Have deep strategic level knowledge in the following areas: Networking technologies and concepts (including Zero Trust), Cloud, DevSecOps, Data, Kubemetes/Containerization, AI/ML, Artificial Intelligence and Machine Learning and other relevant technologies.
  • Must be capable of representing the DAF before military services' IT leadership sessions, and industry IT Leadership councils and conferences. Incumbent must effectively communicate highly technical concepts and emerging technology to senior leaders and other non-technical stakeholders.
HQEs contribute in a variety of occupational fields, such as soft and hard sciences, engineering, technology, human resources, business, transformation, education, medicine, languages, and logistics.

HQEs may be hired to mentor, lead, oversee, direct, manage, and or consult on DoD programs and initiatives, including high profile and fast track assignments.

HQEs serve at the pleasure of the Appointing Official and may be terminated at any time. When practicable, they should be given no less than 3-days' advance notice.

Education

Education: Completion of a bachelor's degree in a Computer Science, Computer Engineering, Systems Engineering, or similar information technology related field is highly desired. Completion of a master's degree or practical experience in managing teams in commercial IT activities is desired.
