NONAPPROPRIATED FUND POSITION DESCRIPTION

JOB TITLE: IT Specialist (Telecommunications) 
FLSA Status: Non-exempt
JOB SERIES: 2210                                                                         PAY LEVEL:  NF-03


INTRODUCTION:
The incumbent works in the Information Management Branch, for Marine Corps Community Services (MCCS).  The duties performed are surveying, designing, and installing telecommunication infrastructure.  This position involves creating and assessing Communication Service Requests (CSR), submission of CSR¿s to Base G6 Plant Records Section, and managing the CSR process.  Lastly, the incumbent is appointed MCCS Telecommunications Officer (TCO) and carries out duties as directed by both the MCCS  Information Management Branch and Base G6.

DUTIES AND RESPONSIBILITIES:

Conducts telecommunications site surveys at MCCS facilities requesting installation, relocation, or upgrades of telephone lines, data lines, and network connections. Ensures optimal use of telecommunications resources to meet current and future requirements. Prepares design documents using tracking software for CSR submission to Base G6.

Provides technical guidance regarding the design and implementation of telecommunications equipment and cabling. Installs telephone and data cabling in accordance with design specifications and standards. Serves as a technical liaison for telecommunications users and requesters, both within and beyond MCCS.

Performs ancillary duties related to network monitoring and maintenance. Configures and ensures proper operation of routers, switches, fiber and copper circuits, and wireless equipment. Analyzes traffic patterns and service logs to implement technical solutions.

Delivers World Class Customer Service with an emphasis on professionalism and courtesy. Assists customers and communicates in a positive and friendly manner. Proactively asks questions to understand and resolve issues. Follows up to ensure customer satisfaction. Escalates issues to a higher-level supervisor or the appropriate point of contact when necessary.

Adheres to safety regulations and standards. Uses required safety equipment and follows safe work practices. Promptly reports workplace hazards, injuries, occupational illnesses, or property damage to the immediate supervisor.

Qualifications

BASIC REQUIREMENTS:

  • Two years of telecommunications and network experience demonstrating skill and knowledge in enterprise connectivity. A strong technical understanding of telephone systems, cabling, and IP networking equipment is required.
  • Ability to lift up to 50 pounds and perform cable installations.
  • Must hold a certification that meets or exceeds DoDD 8570 IAT Level II security compliance. CompTIA Security+ is required within six months of employment. CCNA certification is highly preferred but not required.
  • Excellent verbal and written communication skills, with the ability to clearly document technical processes. 
  • Must possess a valid driver¿s license and be eligible to operate vehicles on and off base in compliance with U.S. base and Japanese driving regulations.

QUALIFICATION REQUIREMENTS:

  1. Experience with telecommunications standards, including fixed-plant cabling and telephone technologies.
  2. Experience working in a large-scale IT maintenance environment, with knowledge of maintenance concepts and methods.
  3. Experience in network routing and switching, with strong skills and knowledge of IP-routed networks¿particularly in configuration, engineering, and system deployment
  4. Knowledgeable in data security, with practical experience in PCI, HIPAA, and PII highly preferred.
  5. A strong background in customer service in a support role.

SECURITY CLEARANCE REQUIREMENT:

This position has been designated as a position of trust. The incumbent must be eligible for a Tier 3 (Secret Clearance) background investigation to satisfy IT Level II designation. Appointment and continued employment is subject to a favorable adjudication of the security investigation.
