This position is located in the Veterans Health Administration (VHA), Southeast Network (VISN 7), VA Augusta Health Care System (VAAHCS) in Augusta, Georgia located in the Social Work Service Line. The Supervisory Social Worker at the GS-13 level supervises a significant number of professional and non-professional staff, including advanced practice social workers and social worker program coordinators. The incumbent serves in a clinical and administrative capacity.

Major duties of the Supervisory Social Worker in these clinics include, but are not limited to:

  • Ensures that the professional practice of social workers within the service meets or exceeds established policies and standards.
  • Makes decisions regarding work problems presented by subordinate social work supervisors. Collaborates with others in negotiating, deciding upon, and/or coordinating social work-related changes affecting other programs.
  • Makes selections for supervisory and non-supervisory positions, hear group grievances and serious employee complaints, review serious disciplinary cases (i.e., those proposing suspensions and removals), and disciplinary problems involving employees.
  • Develops procedures for and ensures the implementation and achievement of the provision of social work to medical facility patients on inpatient and outpatient programs. Provides, or ensures that professional staff provides, advice, assistance, and consultation to community agencies and councils and other community groups to enhance the provision of social work services to veteran patients in the community.
  • Develops and monitors standards of clinical practice/standards of care for Social Work, including development of care guidelines, manuals, and guides to professional practice. Develops consistent standard operating procedures required to accomplish clinical care interventions and ensures that they are followed. Incumbent is responsible for developing patient education materials for Social Work Service.
  • Makes recommendations for recruitment of staff and ensures responsibilities for orientation and continuing education of staff. Evaluates and consults on the social work role in various programs.
  • Briefs management orally and in writing on a regular basis concerning matters related to Social Work to provide information required to make effective decisions for program planning.
  • Ensures that copies of Social Work, CNVAMC meeting minutes are made available for social workers. Reviews and evaluates Social Work practice to develop action plans for improvement of areas identified.
  • Oversees development of measurable social work treatment protocols and practice models to facilitate the use of statistical processes and analysis tools.
  • Compiles and disseminates social work quality management findings, actions, and outcomes to social workers, medical center staff, and leadership personnel.
  • Serves the Medical Center at large in a variety of capacities (committee assignments, investigations, personnel matters, and special projects).
  • The Primary Care Supervisory Social Worker has supervisory authority over PACT Social Work, CCICM, IPVAP, Post 9/11/M2VA, Advance Care Planning.
  • The Medicine Inpatient Supervisory Social Worker has supervisory authority over Inpatient/Acute Care, ED, Specialty Care.
Work Schedule: Monday-Friday, 8:00am - 4:30pm or 7:30am - 4:00pm

Pay: Competitive salary and regular salary increases.
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

Supervisory Social Worker, GS-13:
(1) Experience/Education.
One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

AND

(2) Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

AND

(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.

(4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Incumbent may also provide direct clinical services.

The full performance level of this vacancy is GS13. The actual grade at which an applicant may be selected for this vacancy is a GS-13.

Physical Requirements: Extended periods of standing, bending, and carrying light items such as books, medical records and paper is required. Walking long distances throughout the medical center, on units and between divisions is required. Conducting patient encounters in a community setting or in the patient's home environment may be required. Position often places the incumbent in a position of stress. Due to the nature of the work, the incumbent may encounter Veteran patients who are confused, intoxicated, or have a contagious condition. Ability to drive a car and have a valid state license is required. Exposure to dangerous situations in the community from traffic accidents to crime is also possible.
