Summary

This position is located in the Office of Homeland Security of US Department of Agriculture. The primary purpose of this position is to coordinate strategic priorities for USDA's intelligence program, providing information to the Intelligence Community and USDA senior leaders, including the Office of the Secretary. This position liases with interagency partners, subject matter experts, and senior Departmental officials to create a cohesive, strategic plan for USDA's intelligence requirements.

Duties

Help
  • Works with interagency partners to ensure the appropriate policy, practices, and procedures are in place to provide relevant, feedback-informed information to the Department aligned with Office of the Secretary priorities.
  • Translates complex threat issues and into USDA mission area focus topics for incorporation into strategic plans and policy documents.
  • Develops and implements strategies for gathering intelligence, or historical information in support of US interests and policy objectives.
  • Ensures that the appropriate level of coordination and synergy is achieved across USDA organizations to effectively carry out the duties of OHS.
  • Supports the USDA representative(s) to the National Security Council’s Policy Coordinating Committee meetings.
  • Provides consultant services as a subject matter expert on intelligence matters within the department and across USDA’s various agencies.
  • Leads a team of Intelligence Operations Specialists and Analysts by providing guidance and direction on data analysis, utilizing data analysis tools, and creating and running reports.
  • Responsible for running the Federal Intelligence Coordination Office under the authority of USDA’s Federal Senior Intelligence Coordinator and is the team lead for all intelligence activities for USDA.
  • Leads/coordinates Food and Agriculture sector risk management activities to include risk assessments, vulnerability assessments, and coordinating interagency partners as appropriate to inform threat assessments.
  • Prepares time-sensitive and/or security sensitive materials for senior governmental leadership.
  • Evaluates security and information-gathering procedures of intelligence programs implemented in various supporting organizations, presenting findings and recommendations to management.
  • Shapes development of department line for finished intelligence products.

  • This position requires pre-employment urinalysis to screen for illegal drug use. Drug testing must also be passed on an ongoing basis after appointment, as directed. Appointment to this position is contingent upon negative drug test results.
  • This position is considered critical-essential, and as such may be required to return to his/her assigned duty station outside of normal duty hours to provide support to USDA policymakers, particularly during crisis periods.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience:
GS-14:
One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Lead Intelligence Operations Specialist. For this position, the specialized experience is performing all of the following: leading and managing the development of risk assessments, strategies, and approaches for minimizing and reducing risk on national security issues, biodefense, or international commercial transactions; communicating intelligence, counterintelligence, and national security information to senior U.S. government officials; and, coordinating national security policy initiatives with internal and external stakeholders.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education substitution at the GS-14 level.
