Help
  • Applying in-depth knowledge of publishing and printing to manage publishing projects and ensure regulatory compliance.
  • Analyzing and assessing overall requirements of customer agencies and identifying how those products or services can be obtained through agency or by outside vendors effectively and economically.
  • Dealing effectively and efficiently with GPO personnel, the Office of the Federal Register, and other Government agency customer personnel in a professional manner on a variety of levels and positions.
  • Operating independently, setting priorities and resolving most technical issues autonomously.

  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.
  • Selectees must pass a drug test prior to appointment.

  • Must be able to obtain and maintain a current FAC-COR Level 1 Certification.
  • Must be able to obtain and maintain level 1 Federal Acquisition Certification for Acquisition Services Contracting Officer Representative (FAC-COR) certification

Qualifications

To qualify for the Printing Services Specialist, PG -1654-12, you must meet the following requirements:

For the Printing Services Specialist series, qualifications can bet met by an Individual Occupational Requirement (IOR) or Specialized experience at the next lower grade level in that series:

Individual Occupational Requirement:

Education
: Possess Undergraduate and/or Graduate Education in any of the following major fields of study: journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.

OR

Basic Specialized Experience: Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
  • Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions.
  • Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.).
  • Managing a printing plant that produces printing either for the government or private industry customers.
  • Performing production control work in a large printing plant.
  • Serving as a sales representative for a wide variety of printing equipment.
  • Analyzing the price and cost of preparation and production of printing.
  • Planning, estimating, and scheduling printing on a full-time basis for a variety of publications.
  • Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations.
In addition to the above Individual Occupational Requirement:

Specialized Experience: You must possess the following specialized experience:
I possess at least 1 year specialized experience equivalent to PG 1655-11 or higher in the federal government and specialized experience including the following:

(1) Reporting directly to the Manager related to publishing matters; AND
(2) Resolving issues related to printing production or distribution delays; AND
(3) Experience with publications which are official records for large organizations such as federal agencies and the Office of Federal Register (OFR), etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Only experience and education obtained by the closing date of this announcement will be considered.

All qualification requirements must be met by the closing date of this announcement (08/15/2025) to be considered.

Substitution of education in lieu of specialized experience may not be used or this grade level.

Background Investigation:

For a Suitability:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for Suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
