Duties

Help
  • Serves as a Child and Youth Services (CYS) Functional Technology Specialist with responsibility for integrating technology into all aspects of CYS operations.
  • Works closely with installation Information Systems Officer and Director of Information Management to develop and implement technology procedures and actions to support CYS programming for children and youth and CYS administrative operations.
  • Applies professional knowledge to oversee and support implementation of the Child and Youth Management Information System (CYMS) to include collecting, accurate accounting and reporting of funds.
  • Ensures operations of CYS Technology Labs are in accordance with all applicable regulations and standards.
  • Designs and implements a comprehensive Educational Technology Program for School-age children, Middle School youth and Teens attending CYS programs. Integrates technology into Service Areas.

  • Successful completion of annual training requirements within the prescribed time frame and demonstrated on the job competence is required.
  • May be subject to an irregular hours, evening and or weekends.
  • Travel to on and off post locations required.

Qualifications

Substantial college coursework or professional certificates from trade school(s) or demonstrated competence in computer science, information technology or related field.

In addition, candidate must possess:
1. Knowledge of child and youth programs, education/recreation programs for youth, or a combination of knowledge in all fields related to child/youth development or related field.
2. Knowledge/demonstrated skill in working with Microsoft Windows and Windows applications; Intranet/Internet database applications; email administration, web page design/development, and server administration; setting up network printers and other peripherals.
3. Ability to trouble shoot hardware, printers, LAN equipment, scanner, server, and software and swap/replace/upgrade equipment.
4. Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and propose solutions..

Successful completion of a 4-year college or university with coursework in computer science, information technology or a closely related field highly desirable.

Applicants that meet the below Highly Preferred criteria may be sent first for consideration:

A minimum of two (2) years of experience using an automated Child and Youth Services software system such as CYMS (Child and Youth Management System), or a comparable database system, to manage child/youth program operations.

Have at least two (2) years of experience performing analytical tasks, including generating and interpreting reports from CYMS or similar systems to monitor attendance, track patron demographics, and produce financial summaries or audits.

Demonstrated experience working directly with children or youth, including designing and implementing age-appropriate curriculum, recreational activities, or educational programming in a structured care or youth services setting.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.
Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
  • Living Quarters Allowance (LQA) is authorized for this position if the selectee is determined to meet eligibility requirements.
Foreign Overseas Allowances
  • Foreign overseas allowances, cost of living (COLA), and differentials will be paid, contingent upon eligibility.
