  • Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • Must be able to obtain and maintain the appropriate SECRET security clearance for the position within a ONE (1) year of the appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Irregular and overtime hours may be required to support operational requirements or contingencies.

Qualifications

IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.

AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

AREA 1 = All permanent Technician Warrant Officer and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 2 = All indefinite Technician Warrant Officer and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 3 = Warrant Officer and Enlisted currently serving members of the Puerto Rico Army National Guard.
AREA 4 = Warrant Officer and Enlisted Prior (former) members of the Puerto Rico Army National Guard.
AREA 6 = Applicants who meet all requirements to become Warrant Officer and Enlisted members of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened).

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:

As a SUPPLY SYSTEMS ANALYST (D0910000), GS-2003-9, you will perform analysis of supply procedures, services, directives and management functions of the branch and plans, organizes, reviews, evaluates and performs limited supervisory responsibilities over subordinates in accomplishing the work of the branch (i.e.,Supply Accountability Assistance Instruction Team (SAAIT) and Property Asset Managers).

PHYSICAL DEMANDS:
Work is sedentary and is usually accomplished while the incumbent is comfortably seated at adesk or table. Some walking and standing may occur in the course of a normal workday inconnection with attendance at meetings, conferences or while researching files.

WORKING ENVIRONMENT:
Work is primarily performed in an office-like setting involving everyday risks or discomfort swhich require normal safety precautions typical of offices, meeting and training rooms. The incumbent uses safe work practices and observes fire regulations. The work area is adequately lighted, heated and ventilated.

QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year at the next lower-level grade GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as reviewing, analyzing, and interpreting supply directives and procedures; formulating and recommending operating procedures to the logistics program on matters pertaining to property accountability; developing and providing data for property accountability of supported units/activities to the Supply Management Officer, Director of Logistics, United States Property and Fiscal Officer, and the Readiness Committee; serving as State Serialization Coordinator; coordinating the Department of Defense Acquisition Activity Code program for the state; analyzing recommendations and issues written or verbal instructions to ensure maximum readiness posture; coordinating work with unit/activity representatives concerning priorities, procedures and work accomplishment; directing and publishing procedures of property management Standard Army Management Information System; directing and providing written technical guidance involving property book procedures and functions; analyzing results of property book reconciliations; conducting appropriate follow-up to improve undesirable conditions and accountability of equipment; preparing budget estimates for Military Table of Equipment/Table of Distribution & Allowances change considerations; coordinating with Army Material Command, Defense Logistics Agency and National Guard Bureau program managers to effect receipt of required equipment to support readiness objectives; acting as the Total Package Fielding manager for the USP&FO; coordinating incoming major end items to support readiness objectives; coordinating system administration for the property management branch.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
A 4-year course of study leading to a bachelor's degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for SIX (6) months of specialized experience.

One full year of graduate level education or superior academic achievement master's or equivalent graduate degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for TWELVE (12) months of specialized experience.

NOTE:
Copy of the Official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
