As a re-employed annuitant CBP may allow a waiver of Salary Offset (Dual Compensation Waiver). Reemployed annuitants with a dual compensation waiver receive both their full basic annuity and full salary.

TERM Appointment: To meet agency needs, this position will be filled on a term basis not-to-exceed (NTE) 4 years.

Serving as a Marine Interdiction Agent (MIA) will allow you to use your expertise to perform Marine Law Enforcement operations for the detection, prevention, interdiction, and apprehension of terrorists, terrorist weapons, and other contraband and persons from illegally entering or attacking the United States. Your duties will include:
  • Monitoring behavior patterns and activities of suspect persons, vehicles, or vessels believed to be engaged in illegal activities.
  • Interpreting radar data to calculate appropriate intercept while tracking vessels and people to a successful interdiction.
  • Searching persons, vessels, baggage, and cargo for contraband or weapons incidental to detention or arrest.
  • Collecting, refining, and analyzing strategic and tactical intelligence.
This is a career ladder position with a grade level progression of GS-12 & GS-13. You MAY be eligible for a promotion to the next higher grade level automatically (without re-applying) once you complete 52-weeks at each grade level, received supervisory approval, and possess the required licensing and certifications for that grade level. It is expected that all career Journeymen obtain the full performance level of GS-13.

Licensing and certifications requirements for promotion to the next higher grade level are possession of a USCG MMC with one of the following capacities:
GS-12 (Master or Offshore Vessel Commander); successful completion of the Tactical Boarding Officer (TBO) course AND the initial certification training for Vessel Commander (VC) at the National Marine Training Center (NMTC).
GS-13 Master or Higher (Mate, Chief Mate, Second Mate, Third Mate) license of any tonnage or higher , 1 year of qualifying law enforcement experience AND the CBP Interceptor Vessel Commander (VC) certification with designation at the CBP National Marine Training Center (NMTC).

The compensation acronyms used below are:
  • LEAP: Law Enforcement Availability Pay (25% Everyone)
  • RI: Recruitment Incentive (25% for Caribbean Locations)
Example annual compensation for the first three years at our new-hire locations (Fajardo, PR, and St. Thomas, VI)(RUS + LEAP + RI). CAMB RI is only available to new Federal employees as described in 5 CFR 575.102. Eligibility will be determined by Human Resources.

Recruitment Incentive (RI): Upon Entrance on Duty (EOD) in Caribbean Air and Marine locations, you MAY be eligible to receive a Recruitment Incentive, pending budgetary approval and per the terms outlined in agency policy. The Caribbean Incentive is 25 percent of an employee's annual salary.

Duty Locations: You will be asked to select your preferred location for five (5) of mission critical locations. Placement will be determined based on current vacancy and operational requirements at the time that you clear all pre-employment requirements and are ready to enter on duty.

Qualifications

Who May Apply: Retired Marine Interdiction Agents:

  • Former Marine Interdiction Agents, who have retired from AMO within the past Five (5) years.
  • Must meet eligibility for reinstatement as defined by 5 CFR 315.401.
  • Must have passed the AMO Academy and post-Academy prior to leaving CBP.
  • Must have successfully completed the requirements of a probationary or trial period.
  • Must have satisfactory or pass performance appraisals during the last three years of federal employment.
  • Must have been separated at the applicant's choice with no disciplinary action taken within the last three years of CBP employment and with no disciplinary proceeding pending.
  • Must have held a competitive permanent position with the Full Performance Level of either GS-12 or GS-13.
  • Retired applicants must have been retired one (1) year before the closing date of this announcement.
This position has a selective factor, as a minimum qualification requirement all candidates must have a qualifying Merchant Mariner Credential. See the U.S. Coast Guard Issued Merchant Mariner Credentials (MMC) section that is listed below for qualifying capacities.

You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Independently applying advanced skill in controlling/commanding law enforcement scenes to include conducting searches, making arrests, processing arrests and seizure of evidence and property.
  • Collecting, refining, analyzing, and disseminating tactical, operational, and strategic intelligence to execute maritime and aviation enforcement operations.
  • Analyzing tactical, operational, and strategic intelligence from wide-ranging sources.
  • Highly skilled in writing comprehensive arrest, criminal and incident reports.
  • Assisting government or state attorneys in preparation for court cases or grand juries, testifies as a law enforcement officer in court proceedings, and administrative forums.
  • Extensive experience in applying arrest authorities and constitutional law in various alleged criminal situations, or knowledge and experience of CBP laws, regulations, policies, legal precedent.
You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Independently applying advanced skill in controlling/commanding law enforcement scenes to include conducting searches, making arrests, processing arrests and seizure of evidence and property.
  • Leading a multi-agency response to a suspect vessel intercept and use and command multiple high-speed intercept vessels while coordinating with multiple types of aircraft and land unit responses.
  • Analyzing tactical, operational, and strategic intelligence from wide-ranging sources.
  • Establishing facts and secure evidence through the use of private and public records.
  • Mastery of constitutional and statutory laws; investigative procedures and techniques; and specialized interdiction techniques.
  • Mastery of law enforcement and interdiction techniques to detect, detain, apprehend, arrest, and interdict suspected violators of federal laws.

Qualifying Capacities are:
Operator of Uninspected Passenger Vessel (OUPV),
Mate of 200 gross tons or greater (Inland, Great Lakes, Near Coastal or Oceans),
Chief Mate, Second Mate, and Third Mate Unlimited Oceans or
Master of 25 GRT or greater (Inland, Great Lakes, Near Coastal or Oceans)

An Issued MMLD: You must submit proof of an issued MMLD, and a credential status that is in a unexpired standing. *It cannot be pending additional information for MMLD application process. *You must have your Official MMC Credential issued at the time of scheduling and at assessment appointment. Polygraph Waiver: Former, retired Marine Interdiction Agents rehired into the same position may be eligible to obtain a polygraph waiver. You will receive information to request a waiver in your Background Investigation Package.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government

Medical/Fitness Requirements: Following a tentative job offer, candidates MAY be required to undergo and successfully complete a medical/fitness screening process. Former, retired Marine Interdiction Agents rehired into the same position MAY be eligible to obtain a medical waiver.

Security Clearance: You may be required to obtain a Secret or higher-level clearance for this position.

Firearm Requirement: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. Marine Interdiction Agents: Rehired MIAs will complete training at a branch/center/unit.

Travel: Overnight travel may be required on a regular and recurring basis.

Mobility: You MAY be required to sign a mobility agreement and be willing to relocate as necessary.

Uniforms: This position requires you to wear an officially approved uniform while in a duty status.

Shift Work: This position requires regular and recurring shift work. You must be willing and available to work rotating shifts. You may also be rotated between assignments and duty locations.
