Summary

The Surge Hiring Cadre gives federal employees a chance to support Department of Homeland Security department-wide mission critical staffing needs. This strategic initiative is designed to rapidly address components' hiring requirements by mobilizing experienced talent from across the federal government to fulfill high-priority positions. Detailees will serve in critical Human Resource-related support roles. This is a 6 month to 1 year detail. The detail is not a promotion opportunity.

Surge Hiring Program (GS-7 to GS-15 and equivalent grades will be considered).

Positions that may be considered:

  • Supervisory and non-supervisory positions
  • Senior Human Resource Specialist (Staffing)
    • Grade(s): GS-13-15
    • Positions Available: Many
    • Description: Provides human resource advice and guidance as it relates to staffing and classification. Reviews the work of junior Human Resources Specialists to determine accuracy and ensure work is aligned to corresponding laws, rules, and regulations outlined in the Code of Federal Regulations (CFR) and U.S. Code.
  • Human Resource Assistant and Human Resource Specialist (Payroll and Processing)
    • Grade(s): GS-7-12
    • Positions Available: Many
    • Description: Supports Human Resource Specialist by coding hiring actions, developing job offers, completing hiring packages, and entering data into human capital systems. Serves as a point of contact for new hires and current employees as they are appointed to new positions.
  • Human Resource Recruiters
    • Grade(s): GS-12
    • Positions Available: Many
    • Description: Serves as an U.S. Immigration and Customs Enforcement's (ICE) ambassador and subject matter expert on Human Capital in the recruitment of applicants for the Component. Attends hiring events to source applicants. Develops partnerships with educational institutions, associations, and 3rd party vendors to recruit and retain highly qualified individuals to our Law Enforcement officer (LEO) and non-Law Enforcement Officer (Non-LEO) positions.
  • Human Resource Data Analyst
    • Grade(s): GS-13
    • Positions Available: Many
    • Description: Analyzes human resource data to provide predictive modeling to support hiring, recruiting, and retention needs. Develops reports and presentations to assist U.S. Immigration and Customs Enforcement's (ICE) leadership in making data-driven decisions.
  • Human Resource Project Manager
    • Grade(s): GS-13/14
    • Positions Available: Many
    • Description: Provides project management framework to the hiring process. Develops reports for tracking and the management of workload across hiring lifecycle.

Conditions of employment

  • U.S. citizenship required.
  • Current federal employees who have served with their current agency for more than 90 days and are no longer in a probationary period.
  • Employees in a good performance standing and have no current or pending disciplinary actions.
  • Duties will be performed from the selected participants current work location, or component designated worksite.

Qualifications

Highly qualified candidates will have strong judgement, relevant subject matter knowledge, and prior involvement in hiring actions. Delegated Examining certifications are beneficial, but not required.

Education

This job does not have an education qualification requirement.

Additional information

Work Hours:
Detailees may be required to work evenings and/or weekends. Extensive overtime may be required. Appropriate premium pay rates will be used in accordance with federal pay regulations.

Duration of Detail:
The details will be in increments of 120 days, extending up to 1 year.

Location:
Duties will be performed from the selected participants current work location, or component designated worksite.

Salary Expenses
This detail is non-reimbursable.

Compensation:
Detailees would continue to be paid at their current rate of pay and with their current locality. Grade and step would not be affected.
