  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Excepted Civil Service Technicians are required to maintain a MOS and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • Must be able to obtain and maintain the appropriate SECRET security clearance for the position within a ONE (1) year of the appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Irregular and overtime hours may be required to support operational requirements or contingencies.
  • To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

  • DAWIA Certification - All personnel selected must meet certification requirements, DAWIA Level I - Professional certification, within 36 months of placement in the 1102 series.

Qualifications

AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

AREA 1 = All permanent Technician Officer, Warrant Officer and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 2 = All indefinite Technician Officer, Warrant Officer and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 3 = Officer, Warrant Officer and Enlisted currently serving members of the Puerto Rico Army National Guard.
AREA 4 = Officer, Warrant Officer and Enlisted Prior (former) members of the Puerto Rico Army National Guard.
AREA 6 = Applicants who meet all requirements to become Officer, Warrant Officer and Enlisted members of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened).

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).

DUTIES:
As a CONTRACT SPECIALIST (D2625000), GS-1102-7/9/11, and CONTRACT SPECIALIST (D2624000), GS-1102-09, you will perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques. Non-competitive promotion to the next higher grade level is dependent upon 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all Office Personnel Management (OPM)?legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor.

As a CONTRACT SPECIALIST (D2622000), GS-1102-11, you will ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives.

QUALIFICATIONS:

SPECIALIZED EXPERIENCE:
GS-07 = Applicant must possessat least ONE (1) year in the occupational series 1102 or TWELVE (12) months of specialized experience performing or supervising duties such as following established procedures which are available from numerous commercial sources, and are easily identified by common names for which standard price lists are available; responding to customer needs for which specifications have become standardized and where established competitive markets and price competition exists; reviewing requisitions to determine if proper specifications or purchase descriptions are included in solicitation documents; performing search of the market or uses sole source suppliers to complete procurement actions; selecting clauses to cover special conditions; resolving questions of applicability of specifications, classifications of terms, or acceptance of substitute items; discussing procurement needs, quality of items or services, current market prices, or delivery schedules; ensuring completed actions are in compliance with regulatory requirements and responsive to customer needs; determining appropriate contract type and method of procurement; developing source lists of responsible contractors, coordinating with the small business specialist; reviewing quotations, bids or proposals, price reasonableness, adequacy of competition, and probability of meeting requirements; evaluating prospective contract price utilizing basic price analysis techniques; assisting in monitoring contract performance, contract closeout, and if needed, contract termination; providing advice and assistance to others relating to contracting work and prepares correspondence.

GS-09 = Applicant must possessat least ONE (1) year at the next-lower level GS-07 or TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as performing a variety of contracting actions encountered throughout the pre-award and post-award phases of the contracting process, using established contracting procedures; reviewing of clearly defined or well-established procurement requirements; planning acquisitions for standard or specialized services, supplies and/or construction contracts; determining appropriate contract type and method of procurement based on the nature of the requirement; developing procurement plans; developing solicitations, evaluating responses, and making award recommendations; conducting market research and analyses; analyzing quotations, bids or proposals for compliance with solicitation, price reasonableness, adequacy of competition, and probability of meeting requirements; determining financial responsibility and performance capability of offering party; monitoring contract performance, performing contract administration, contract close-out and recommending terminations if needed.; providing advice and assistance to others relating to contracting work and preparing correspondence; serving as the primary or alternate Government Purchase Card (GPC) Agency/Organization Program Coordinator (AOPC).

GS-11: Applicantmust possess at least ONE (1) year at next lower-level GS-09 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as performing a variety of pre-award and post-award contracting work involved in the procurement of diverse customer requirements; planning the overall approach to meet contracting program objectives for procuring a wide variety of requirements; performing market research/analysis to determine availability of the requirement; determining appropriate method of procurement using a wide range of contracting methods and contract types; using judgment in interpreting guidelines, in adapting procurement procedures to specific situations and in recommending solutions to problems encountered; reviewing requisition packages for adequacy and compliance with administrative, regulatory, and procedural requirements; assisting in procuring a wide variety of services, supplies, and/or construction; planning and conducting negotiations on price, technical requirements, terms and conditions of the contract; preparing final contract to include appropriate standard clauses and special provisions; trains and monitors appointed Contracting Officer Representatives (CORs) as required; making field site visits to detect and/or correct labor standards violations; analyzing a wide variety of contract administration problems.; providing advice, guidance, training and assistance to technical or program personnel, functional commanders and/or contractors on contractual language, legal responsibilities, and acquisition and business-related issues; serving as the primary or alternate Government Purchase Card (GPC) Agency/Organization Program Coordinator for the local Contracting Office.

Education

MINIMUM EDUCATION REQUIREMENTS:
A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.

AND

At least 24 Semester Hours in any combination/restricted to the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.

Copy of the Official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.

DAWIA CERTIFICATION:
Certifications Issued by Federal (non-DoD) Organizations - On 16 October 2023, The Principal Director, Defense Pricing and Contracting and the Office of Federal Procurement Policy signed a Memorandum of Understanding to recognize parity and reciprocity between the Defense Acquisition Workforce Improvement Act (DAWIA) and the Federal Acquisition Institute's Federal Acquisition Certification in Contracting (FAC-C) (Professional). Personnel with FAC-C should provide a copy of their certification when applying for positions.

NOTE:
DAWIA CERTIFICATION - All personnel selected must meet certification requirements, DAWIA Level I - Professional certification, within THIRTY-SIX (36) months of placement in the 1102 series.
