The Program Delivery Specialist is responsible for delivering the administrative, logistical, and programmatic support required to execute CSWMD's education, policy support, research, and outreach missions. The incumbent will engage with high-level officials and senior leaders within the U.S. government on a regular basis while supporting CSWMD's programs and activities. The incumbent will perform various program management tasks to support the Center's mission areas. The Program Delivery Specialist also performs administrative business tasks that support the Center's internal operations.

  1. Supports the design, development, and execution of the Center's programs and events. Assists in: a) the design of events, to include identifying staff support requirements, options for event space, and determining resourcing needs; b) the development of events, to include reserving event space, advising on assignment of event support responsibilities, and interfacing with University staff on relevant logistics and event support requirements; c) the execution of events, to include managing day-of logistics and staff support.
  2. Supports Center research, policy support, educational programs and initiatives by providing administrative and program management support to CSWMD project leads.
  3. Disseminates guidance and executes administrative business tasks to support the delivery of INSS CSWMD policy support, research, and outreach programs. Manages internal administrative processes affecting the Center, advising on long-range goals and objectives, and changes in organizational arrangements. Interfaces directly with the university staff to support Center operations. Sustains Center's contact database with exterior organizations. Serves as super timekeeper and submits financial purchase requests for approval. Interfaces with the INSS Dean of Administration on all programmatic and administrative matters.
  4. Leads efforts to ensure the CSWMD social media and other online platforms effectively promote the work of the Center, to include its outreach and engagement activities, programs, and events. Uses social media analytical data to track and analyze audience engagement with Center programs. Interfaces with NDU and INSS website and social media leads to support these tasks and ensure CSWMD alignment with all relevant NDU and INSS guidance on information technology, strategic communications, or related topics.
  5. Interacts on a professional basis and builds productive relationships with personnel from National Defense University, U.S. Government agencies, allied and partner governments, international organizations, academic and the private sector, as required.
  6. Performs other duties as assigned.

  • Must be able and willing to travel both domestically and internationally. Travel is seldom required. Less than 20 % of the time.

Qualifications

REQUIRED QUALIFICATIONS:

  • Possess an earned bachelor's degree from a regionally accredited institution of higher education (or international equivalent).
  • Have at least 12 months of experience supporting programs and executing projects that require organizing, implementing, and executing various tasks with timelines; this includes providing administrative, logistical, and/or programmatic support to an office, event, or program (i.e. coordinating travel, procurement, training, event set-up, etc.).
  • Have at least 12 months of experience supporting education programs at the University- level, to include having experience with data entry and providing student administration (i.e. filing and preparing instructional documents and student records).
  • Have at least 6 months of experience managing websites, social media, or e-leaming software programs.
  • Have at least 6 months of experience conducting independent or directed ad hoc research to support an academic project or organizational mission.
  • Demonstrated ability to work as a member of a team and to interact and collaborate professionally with staff and personnel internal and external to an office or organization.
  • Proficient in the use of the Microsoft Office Suite (Word, PowerPoint, Excel, Outlook)
DESIRED QUALIFICATIONS:
  • Possess a Master's degree from a regionally accredited institution of higher education (or international equivalent) in an international relations/affairs, security studies, political science, public policy, or national security-related discipline or technical degree relevant to deterrence and countering weapons of mass destruction.
  • Knowledge of deterrence and countering WMD issues, especially as they relate to U.S. Government national security and homeland security policies and interests, and understanding of deterrence concepts and WMD characteristics.
  • Possess program management experience, to include the ability to manage data and perform data analysis to inform senior leader decision-making and stakeholder reporting.
  • Possess experience or the educational equivalent for using academic technology and e-learning software to facilitate online course/seminar delivery and development.
  • Possess social media management experience and the ability to use social media and other online platforms to promote organizational events, programs, and engagements; knowledgeable about how to perform social media analytics.
  • Ability to perform fact-finding research, develop recommendations, and prepare the initial draft of a section of report findings.
  • Possess experience working and engaging with senior leaders across the USG, foreign governments, international organizations, or the private sector.

You will receive credit for all qualifying experience, including volunteer experience.

Education Requirement: Bachelor's degree from a regionally accredited institution of higher education (or international equivalent).

Official Transcripts: Official transcripts are not required at the time of application; however, if the position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified PRIOR to appointment, if selected for the role.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence PRIOR to appointment.

    • Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.

Additional information

Background or Security Investigation: This is a Sensitive Compartmented Information position which requires a background investigation. The individual selected for this position is required to obtain and maintain a Top Secret security determination to occupy a Sensitive Compartmented Information position within the agency as a condition of employment.

Initial Probationary Period: You will be required to serve an initial probationary period of 18 months.
