Serves as Project Manager responsible for the overall management, control, coordination, and execution of assigned projects.
Negotiates and integrates all IIS requirements as appropriate in support of assigned ECSO projects into a comprehensive management plan.
Coordinates the program planning, design, and implementation of competitive and non-competitive acquisitions through source selection processes for ECSO programs of varying scope and complexity, as required.
Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.
Assures early identification of problems or issues and facilitates the resolution of identified problems or issues in the most appropriate manner.
Reconciles customer concerns, assuring that all participating parties are informed of project progress, issues and impacts.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Temporary Duty Travel (TDY) may be required up to 25% of the time.

GS-13: Specialized Experience: One year of specialized experience which includes 1) Providing input to management personnel regarding the budget; AND 2) Leading the negotiation of required agreements on behalf of the organization; AND 3) Administering project budgets to ensure allocated funds are distributed appropriately. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
This position can be converted to a permanent position without further competition at management's discretion.
