Help
  • Serves as Project Manager responsible for the overall management, control, coordination, and execution of assigned projects.
  • Negotiates and integrates all IIS requirements as appropriate in support of assigned ECSO projects into a comprehensive management plan.
  • Coordinates the program planning, design, and implementation of competitive and non-competitive acquisitions through source selection processes for ECSO programs of varying scope and complexity, as required.
  • Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.
  • Assures early identification of problems or issues and facilitates the resolution of identified problems or issues in the most appropriate manner.
  • Reconciles customer concerns, assuring that all participating parties are informed of project progress, issues and impacts.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-13:

Specialized Experience: One year of specialized experience which includes 1) Providing input to management personnel regarding the budget; AND 2) Leading the negotiation of required agreements on behalf of the organization; AND 3) Administering project budgets to ensure allocated funds are distributed appropriately. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition.
  • If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
