Summary

This position serves as the Master Expert and Supervisory HR Specialist performing a full range of advisory and operational staffing, recruitment, and classification services including pay administration, and customer service. Provides strategic and technical guidance and seasoned consultative management advisory services throughout OSD/WHS on the effective use of civilian HR management (CHRM) systems and functions (i.e., position management, recruitment and placement, compensation, etc.).

Duties

Help

Incumbent typical work assignments may include the following:

  • Providing authoritative and supervisory guidance, advice, and policy interpretation to senior leadership across OSD/WHS to develop solutions for complex problems in HR specialties.
  • Serving as a Supervisory HR Specialist performing a full range of advisory and operational staffing and recruitment services such as recruitment and placement, pay administration, position management and classification, and various other HR related matters.
  • Serving as an expert technical advisor on work groups and special projects involving statutory entitlement as interpreted by Federal courts and the Comptroller General and analyzing all new and proposed legislation, administrative rulings, and decisions for impact.
  • Advising management officials on long-term recruitment strategies to best attract, hire, and retain a skilled, diverse, and motivated workforce providing guidance on available hiring authorities, recruitment sources, and special employment programs.

Qualifications

Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.

Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.

Specialized experience is defined as experience with staffing, pay setting, classification of positions in various pay systems (e.g., GS, GG, FWS, DCIPS, or AcqDemo), or evaluation of human capital strategic planning processes; leading or supervising teams of HR professionals; and assisting with development of policy, procedures, or other guidance related to HR program areas.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

There is no substitution of education for the qualifying experience at the GS-14 grade level.
