Summary
You will serve as a Supervisory Interdisciplinary Engineer/Architect (Construction Management) in the Planning Design and Construction of NAVFAC SOUTHWEST.
Current permanent employees of BSO NV25 (NAVFAC), DoD Military Spouse Preference (MSP) eligibles, DoD Military Reserve (MR) and National Guard (NG) Technician Preference eligibles and DoD Retained Grade Preference eligibles, and VEOA eligibles.
You will be responsible for the overall program management for Construction products and services within his/her Area of Responsibility which primarily encompasses multiple U.S. States, Territories, or foreign countries.
You will serve as the lead supporter for all construction related matters within the FEC, specifically providing overall leadership and product line management.
You will maintain situational awareness on post-award status of the most critical high-visibility projects that garner Flag or CO level attention to provide guidance and/or support on problems encountered in the field.
You will manage and develop construction (G-line) products and services budget on an annual basis, submitting adjustments/formal changes as determined necessary by changes in availability of funds, personnel, workload, and other factors.
Must be determined suitable for federal employment.

Qualifications
This position has a Selective Placement Factor. The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0804/0810/0830/0850 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You must submit a copy of registration with your application to be considered for this position.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing, supervising or leading other engineers/architects in duties involving field engineering, contract administration, field inspection, change order negotiations, and conflict resolution for projects to ensure quality construction is provided to supported commands or customers; 2) Solving highly technical construction challenges and problems for an organization; 3) Determining personnel and resources needed to provide quality construction products and services on time; and 4) Utilizing persuasive arguments and negotiation techniques to reconcile differing interests among groups.

Education
For the GS-0804/0810/0830/0850 Professional Engineering series, applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR lacking a degree in architecture, have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates a thorough knowledge of the fundamental principles and theories of professional architecture.
