Due to current hiring limitations, this position is open only to current permanent Department of Air Force, Air Force Material Command (AFMC) Federal Government employees. 1: Serves as the DAF Installation Planning Subject Matter Expert (SME) and is the final technical authority for matters relating to installation development planning, district planning, transportation planning, site planning, and infrastructure development/sustainment.

2: Provides consultant services to the Air Staff, AFIMSC, PSUs, MAJCOMS, and bases. Defends, justifies, and resolves unique and controversial technical issues or provides professional expertise.

3: Serves as the Air Force's consultant on planning matters related to new missions and major realignments, and provides expert consultation to Air Force agencies on high-interest and controversial planning issues which affect future operational and support capabilities.

4: Serves as the Air Force's principal authority on BCP program development and implementation, and plans/implements programs for the professional development of both military and civilian personnel in the community planning discipline Air Force-wide. Conducts briefings and workshops on BCP-related subjects.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
Combination of education and experience:
courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in leading the development and implementation of innovative installation planning strategies to optimize infrastructure, ensuring mission readiness and resource efficiency; providing expert technical guidance, policy interpretation, and mentorship to enhance the planning community's capabilities; representing the organization in interagency collaborations, advocating for best practices and driving continuous improvement in installation planning. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of advanced concepts, principles, and practices of base comprehensive planning (BCP) programs.

2. Ability to effectively integrate and coordinate the work of other professional disciplines such as architecture, landscape architecture and civil engineering, as they relate to the overall planning effort.

3. Knowledge and skill to review and evaluate the work of professionals at MAJCOM level and higher.

4. Knowledge and skill to communicate with diverse and sometimes hostile groups.

5. Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations, and recommend timely, effective, and economical solutions.

6. Knowledge of research methodologies, including computer-assisted technologies, related to community planning concepts, Federal, State, and local regulations and policy, and environmental law.

7. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
