Summary

This position is assigned to the Non-Appropriated Fund (NAF) Bowling, Recreation, Liberty Programs and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC). Incumbent has oversight of the Bowling, Recreation, Liberty Programs at the installation. The primary purpose of this position is to plan, manage, and administer a comprehensive, year-round recreational, and the associated facilities used in conducting these programs.

Major Duties and Responsibilities:

Serves as a director of the Bowling, Recreation Center and Liberty Programs. Develops administers, plans procedures and implements to provide widely recognized programs designed to promote the physicals and social well-being of the members of the military community. Establishes current and long range program activities taking into consideration the needs and desire of the installation command group mission(s), community usage, budgeting allowance and existing and projected staff and facilities. Analyzes work requirements and determines staff resources, equipment and other requirements needed to accomplish the organization mission recommends or adjustments.


Plans, directs and manages recreation programs within the framework of local command policy, guidelines and resources. Evaluates effectiveness of ongoing recreational activities using various survey methodologies. Adapts and varies programs based on patron needs and interests, and implements change when necessary. Reviews and analyzes recreation center programs to determine where adverse rends are developing and initiates studies to determine causes; takes corrective action as required. Uses information gathered from all sources to experiment with innovative new programs and to improve; curtail or terminate existing ones. Oversees Facility operations to include security, scheduling, reserving, maintain and upgrading rooms, games, equipment, kitchen and offices of the recreational facility. Maintains work requests, fixed assets reports, and inventory control on all property pertinent to the operation of the facility. Ensures that equipment is available and in working order for patron use or scheduled programs.

Responsible for meeting established goals effectively managing the resources of assigned programs. Monitors programs and facilities on a regular basis and initiates corrective action as necessary. Evaluates program effectiveness from the standpoint of the unforeseen developments and program objectives bases on patron participation, resources, and hours of operation, serves offered, pricing, marketing methods, procurement and program objectives. Evaluates the quality, adequacy, effectiveness and progress of recreation [programs and interests. Develops periodic program plans and annual requirements as well as short and long range goals to ensure that programs remain up-to-date and competitive with local establishments. Assures that the facility is well maintained, safe and suited to the needs of patrons. Selects and emphasizes program activities to meet patron needs and desires.

Plans coordinates and is responsible for the details recurring and nonrecurring activities special events and community wide programs to make maximum use of facilities, personnel, services and resources.

Arranges for supplies. Equipment, transportation, space and services to accomplish and support the programs.

Prepares financial planning, develops and justifies the bowling, recreation Center and liberty program annual budget and present for approval, prepares and conducts inventories, cost control and related records and reports. Reviews and submits purchase request for approval based on program and facility need for service contracts, repairs and maintenance, improvements supplies, equipment, vehicles, tickets, special events, etc.. Procures these item upon approval by Purchase Order Request. Ensures inventory, safety , cleanliness of facility and internal policies are in compliance with standards enforced.

  • Work is primarily sedentary in nature. The work may require physical exertion such as long periods of standing, walking, bending, crouching, stooping, stretching, reaching or similar activity, or lifting of heavy items up to 45lbs.
  • Must be able to work varied work schedules to include split days off, evenings, weekends, and holidays.
  • Must be able to obtain and maintain a valid state driver’s license

Qualifications

A qualified candidate must possess:


Knowledge of a wide range of principles, concepts and techniques that govern physical fitness programs which includes knowledge of exercise science, strength conditioning, nutrition, weightloss/control, cardiovascular endurance, exercise requirements and projected results .Knowledge of bio-mechanics, fitness testing and exercise prescription supplemented with a knowledge of proper procedures in the use of strength training equipment, nutrition, exercise, physical fitness programming and testing equipment. Skill in planning and executing a comprehensive fitness, aquatics, and/or sports program that includes a variety of fitness and aquatics activities and individual and team sports .Knowledge of anatomy, physiology, and kinesiology as related to exercise and physical fitness. Knowledge of military physical fitness standards and testing procedures .Knowledge of the physical and psychological factors that impact training, performance and recovery of individuals and team sports. Ability to perform the full range of supervisory duties .Knowledge of CNIC's EEO policy and procedures .Knowledge of NAF and/or APF budgeting processes including ability to prepare budgets .Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).Knowledge of safety, fire and environmental regulations and procedures. Ability to develop and effectively deliver presentations and/or training .Skill in developing and adapting new methods, approaches and procedures for the most effective management of a fitness program .Ability to communicate effectively both orally and in writing.

This position does not have a positive education requirement.
