Summary

The Organizational Location of the Position: The position is located within each VAMC and reports to the Emergency Management Specialist (EM Specialist) within VA North Texas Health Care System.

Duties include but are not limited to:

The incumbent is responsible for assisting the EM Specialist in preparing for and carrying out or coordinating emergency functions to prevent, protect from, mitigate against, prepare for, respond to, and recover from emergencies and disasters. The incumbent serves and assists the various program coordinators relating to Emergency Management, Safety, Pharmacy Cache, Clinical Support, and Law Enforcement.

The incumbent provides recommendation to the Emergency Management program manager in the development and coordination of all VAMC emergency plans and exercises in accordance with VHA Directive 0320 and supporting appendices, and the VHA Emergency Operations Plan which encompasses Continuity of Operations (COOP).

The incumbent assists and provides administrative support to the EM Specialist as the intra and interagency point of contact and Liaison for the VA contingency support of Department of Defense (DoD), VA health and medical support of the National Response Framework (NRF) and other applicable authorities and support provided through the National Disaster Medical System (NDMS). This position must be able to interact in a professional and competent manner daily with individuals of executive level responsibilities and authority. In the absence of the EM Specialist, this position may represent the Associate Director or Executive Leadership at key planning sessions, after actions reviews, response planning, NDMS, VA/DoD Contingency and Emergency Support Function (ESF) #8 meetings, conferences, forums and symposiums; as well as any applicable ad hoc meetings that may present.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07and/or for a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

GS-09 Emergency Management Specialist

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists in emergency planning; Assist in tracking of supplies/equipment, and maintenance of databases and/or resource requirements; and Researches and develops solutions to complex and routine problems. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of education and experience beyond 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. (TRANSCRIPT REQUIRED).
GS-11 Emergency Management Specialist
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans and reviews all inventory processes, functions, and related systems.; Develop acquisition strategies to acquire and purchase equipment.; and Performs analytical work to manage, regulate, coordinate and exercise control over expendable supplies and act as central point of contact. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of graduate level education. (TRANSCRIPT REQUIRED).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary during non-emergency situations. However, preparation for and participation in field exercises and operational support missions may require strenuous physical activity to include carrying persons and equipment, walking long distance, climbing, working long hours, long periods of standing, and bending and stooping. This includes:
