Duties

Help

Incumbents typical work assignments may include the following:

  • Overseeing workflow management, administration of reporting processes, management of security protocols, alignment of personnel and functional areas, and providing informed recommendations to the Director of Operations to achieve mission objectives.
  • Manage all aspects of accounting, auditing, budgeting, and financial management for OSC, which includes handling the Planning, Programming, Budgeting, and Execution (PPBE) processes, Program Objective Memorandum (POM), Budget Estimate Submission (BES), President's Budget Request (PBR), and other related financial matters.
  • Develop, consolidate, and distribute necessary metrics and report on studies of special interest to OSC that influence wide-ranging program impacts.
  • Integrate fiscal systems with program initiatives, utilizing advanced technology for data management.
  • Manage requests for additional funding, aligning them with the overall goals of the DoD, OUSD(R&E), and OSC.

  • This is a National Security Position has been designated as Top Secret-Sensitive Compartmented Information/Special-Sensitive. Incumbent is required to obtain and maintain a Top Secret-SCI security clearance.

  • Individuals tentatively selected for drug testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment and are subjected to random drug testing.

  • The incumbent must adhere to DoD Standards of Conduct
  • This position requires you to submit a Financial Disclosure Form (OGE 450) upon appointment.
  • This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification Program.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Specialized Experience:

To qualify at the NH-04, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, specialized experience is defined as: experience assisting with the management of Planning, Programming, Budgeting, and Execution processes, Program Objective Memorandum, Budget Estimate Submission and other related financial matters, managing organizational financial portfolios, and reviewing financial policies for potential improvements.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualifications must be met at the closing date of this announcement.

Education

There is no substitution of education for the qualifying experience at the NH-04 grade level.
